    Barbaricum is seeking a Senior International Relations Strategy SME for an anticipated opportunity with J3I. Specifically, the Senior International Relations Strategy SME supports the J3-I Engagements Branch with research, planning, staffing, drafting official correspondence, itinerary development, briefing and read-ahead preparation, and coordination with multiple offices, commands, and countries for multilateral events and multinational conferences. Provides international relations expertise and strategic engagement recommendations to Division, Directorate, and Command Group leadership.

    Responsibilities

    • Research and prepare read-ahead packages (on average up to 4 per month) including strategic objectives, key themes and messages, talking points, biographies, and previous conference read-outs
    • Draft and recommend an international engagement strategy for the Division, Directorate, and Command Group to support and achieve Command objectives
    • Provide international relations expertise and advice to leadership regarding bilateral and multilateral international engagements
    • Provide quality assurance, expertise, and support to the drafting of international correspondence
    • Respond to RFIs from Division, Directorate, and Command Group leadership regarding International Key Leader Engagements
    • Maintain coordination with J2, J3, and J5 Director's Action Groups regarding situational awareness of command priorities and strategies for engagements
    • Maintain situational awareness and expertise regarding current U.S. policy and strategy for international relations
    • Perform close-out and escort duties as part of the Division's Security Procedure

    Qualifications

    • Active Top Secret clearance with SCI eligibility
    • Master's degree in international security studies
    • Recent experience (last 3 years) demonstrating successful development, coordination, and execution of strategic-level engagements on a Commander's Action Group at the Combatant Command/4-star level
    • 1-year recent experience demonstrating successful development, coordination, and execution of strategic-level engagements on a Commander's Action Group or Political Advisor (POLAD) at the COCOM/TSOC level
    • Minimum 3 years' experience using analytic and communication skills to prepare staff and coordinate written products and briefings for senior leader (GO/FO/SES level) use
    • 3 years' recent experience in developing business and communication strategies intended to achieve strategic objectives

    Additional & Desired Qualifications

    • Deep understanding of current U.S. national security policy frameworks (NDS, NMS, GEF)
    • Experience with interagency coordination at the strategic level
    • Exceptional writing skills at the executive correspondence level
    • Experience on the incumbent J3-I contract or direct familiarity with J3-I engagement strategy
    • Prior POLAD or CAG assignment at USSOCOM specifically
    • Published work on international security, defense cooperation, or SOF engagement strategy
