Job Description
Role:
The Solution Architect will analyze and define advanced technologies relevant to the applications and services within the enterprise architecture. He/she will provide guidance to project teams in the implementation and adherence to governance principles, policies and procedures. They will Identify and manage exceptions to the governance standards and provide leadership and skills transfer across the architecture group with respect to due processes, methodologies and relevant best practices. They will research, monitor and communicate technology trends. He/she will provide leadership and recommendations about technological opportunities to the entire Library of Congress (LOC) enterprise for a broad, diverse and complex set of functions.
Responsibilities:
  • Assist in the research, evaluation and recommendation of technologies being considered for inclusion in solution architectures to improve business and technology operations.
  • Develop the Technology Architecture and Service Component Architecture
  • Perform solution design and collaborate with Solution Engineering and Project Management
  • Provide solution architecture services based upon the LOC Systems Engineering Lifecycle methodology to target opportunities for improving capabilities and services
  • Analyze and identify performance gaps to guide design of IT investments
  • Propose innovative technologies that are scalable to fulfill future business technology needs of the agency.
  • Define conceptual level solution design, conduct market research and provide technical experience in defining services and technology
  • Perform an analysis of alternatives to identify approaches for technical problem resolution
  • Assist in the development of rough order magnitudes (ROMs).
  • Develop and assist project managers with program alignment documentation and EA artifacts for solution architecture.
  • Focus on the strategic use of emerging technologies to better manage the enterprise's information and consistently insert those technologies into the enterprise
  • Provide coaching and mentoring to Program Managers to collect and maintain their technology architecture information
  • Consults on the implementation of technology solutions based on the architecture development.
  • Develop communication briefings for technical executive leadership on various issues related to technology architecture
  • Assist in the defining and implementing technology governance standards and activities
  • Provide technical guidance and counsel to project teams to ensure alignment to the IT Architecture

Qualifications
Requirements:
  • Possess a minimum of ten (10) years of designing and implementing enterprise-scale IT solutions.
  • Demonstrates a strong knowledge of advances in tools and techniques in platforms, hardware and software including SaaS, cloud computing, and system architectures.
  • Extensive knowledge of technology architecture and infrastructure
  • MCITP (Microsoft Certified Information Technology Professional) or MSCE (Microsoft Certified System Engineer) certification preferred
  • Must know SOA, web services, enterprise data management, infrastructure and IT system security and application development
  • Full lifecycle experience with many application (functional) and infrastructure products, technologies, and services
  • Experience working with the Federal Government
  • Solid OOD/OOP foundation with experience in UML diagramming and design documentation.
  • Extensive experience building and exposing Web Services and SOA based components.
  • Experience with complex programming, program debugging, data analysis, problem analysis and resolution issues within OO application systems.
  • Ability to communicate verbally and in writing (including e-mail) at a professional level and to distill complex technical and management data to a laypersons understanding with conciseness, clarity, and accuracy.
  • Ability to organize complex concepts in written or presentation formats.
  • Ability to clearly present information, verbally and in writing, to audiences of diverse technical backgrounds. Excellent communication and negotiation skills, innovative and creative.
  • Microsoft office suite to include creating documents, spreadsheets, and PowerPoint presentations for analysis often with no template or guide. Spreadsheets may include formulas and data imports and exports.
