Job description

Position Title: Program Manager 

Organization: Governance and Risk Management, Program Management Office, and Strategic and Executive Support services to the Executive Office for Immigration Review’s (EOIR) Office of Information Technology (OIT)

Location: 4825 Mark Center Drive, Suite 200, Alexandria, VA 22311 

Position Type: Full-Time – 100% on-site support

Security Clearance: Public Trust 

Salary Range: $120,000 - $125,000

Education: Master's degree plus 5 years of experience in program management and life cycle management at the executive level

Substitution: Bachelor's degree plus 10 years of experience in program management and life cycle management at the executive level.

Minimum Qualifications: 

  • Be proficient with the contents of the Executive Office for Immigration Review’s (EOIR) Office of Information Technology (OIT) technology, life cycle management guidance, policies, and practices. 
  • Must be able to prepare, develop, deliver, and present letters, staff summary sheets, presentations, spreadsheets, forms, metrics, and other informational documents with no spelling or grammatical errors. 
  • Must be able to synthesize and evaluate information from a variety of sources to prepare documents or provide insight with which government officials can make timely and accurate decisions. 
  • Provide employees with proficient skills in the Microsoft Office 2010 or 2013 suite of applications (Word, Excel, PowerPoint, Visio, etc.) and recognize potential enhancements or limitations of current and future new software used within their area of expertise/tasking: portfolio management. 
  • Must have excellent interpersonal skills and be able to clearly communicate in English, orally and in writing. 


Duties: Program Management Support Services: 

The EOIR OIT Program Management Office (PgMO) program provides guidance as well as centralized administrative and analytical functions for all OIT programs. These programs provide software development, network infrastructure, and enabling services to all EOIR. 

  • Support Executive Decision-Making – Deliver technical briefings, white papers, and skill gap analyses to inform strategic planning and optimize IT workforce capabilities
  • Integrate SAFe with PMBOK Practices – Blend Agile practices with established project management standards to ensure repeatable processes, adaptability, and reduced risk.
  • Drive Transparency & Continuous Improvement – Implement quarterly reporting, dashboards, and retrospectives to enhance visibility and enable data-driven decision-making.
  • Facilitate Program Increment (PI) Planning – Coordinate planning cycles, milestones, and resources to ensure portfolio work is structured around iterative value delivery.
  • Establish a PgMO, including securing approval of a program charter within 30 days of contract start. 
  • Implement an annual program planning cycle encompassing service definitions, milestones, budgeting, resource planning, and risk assessment, resulting in a three-year Program Plan aligned with Technology Business (TBM) practices. 
  • Facilitate enterprise-wide programs and project governance practices, and performance reporting. 
  • Provide programmatic support across the IT portfolio, including development of project plans, status reporting, briefings, and risk tracking. 
  • Implement quarterly program execution reporting cycles, internally for OIT leadership and externally per governance requirements, including creation of reporting templates. 
  • Implement and execute an integrated master schedule to support milestone tracking and resource coordination, including maintaining a CIO Roadmap and facilitating Roadmap discussions. 
  • Provide standardized guidance on project and strategic initiative management processes, tools, and methodologies to support effective portfolio management.
  • Establish and maintain tools, templates, and procedures for program and project management. 
  • Provide services with demonstrated experience and working knowledge of the development, implementation, and sustainment of a strategic management methodology that ensures repeatable processes, identifies opportunities for improvement, and provides a structured approach to operations. 
  • Provide day-to-day expertise to EOIR and OIT leadership to ensure that their program goals align with the organization's strategic mission and objectives. 
  • Advise EOIR and OIT on relevant policies, laws, and best practices and maintain various strategic planning tool (s) to track the progress of accomplishing defined strategic goals, objectives, and initiatives. 
  • Assist in monitoring EOIR and OIT-wide capability development strategy and policy development. 
  • Coordinate and assist senior leadership with planning, scheduling, and execution of executive-level meetings, briefings, and staff packages. 
  • Provide Monthly Status Reports to the Contracting Officer Representative (COR)
  • Assist in the development and accomplishment of briefings for senior leadership. 
  • Participate in organizational reviews to help identify strengths, weaknesses, and opportunities and aid in the evaluation of mission and operational effectiveness. 
  • Collaborate with other professionals to discuss project execution and assist in analyzing project portfolios to help ensure that work aligns with strategic decisions. 
  • Provide accurate analysis and recommendations. Assist in ensuring program requirements and actions relating to Government/Contract property are anticipated, addressed, and performed within and for customer goals and objectives. 
  • Provide program management support for the mitigation of encountered roadblocks and coordinate stakeholder engagement and analysis activities. 
  • Attend IPRs with leadership to include, but not limited to, tracking due outs. 
  • Provide MSR to the COR IAW CDRL A001.
