Job Description
The Environmental Compliance Technician is a member of the Emergency and Environmental Risk Services (EERS) team supporting environmental compliance operational activities for the University. This position uses environmental compliance knowledge and expertise to provide compliance assistance, guidance, and training to the University community and to facilitate University-wide compliance with local, state, and federal environmental rules and regulations. This position conducts compliance assessments, prepares compliance reports, and collects and maintains compliance records. The position also responds to environmental releases and contamination events, implements remedial actions, and prepares incident reports.
Education and Experience
  • B.S. in environmental science, environmental health and safety, environmental technology, chemistry, biology, or a related field or equivalent combination of education and experience.
  • Experience in environmental compliance, environmental management, or similar environmental related activities.

Skills and Knowledge
  • Demonstrated understanding of a broad range of environmental compliance requirements impacting a large research university.
  • Strong written communication ad presentation skills, analytical skills and attention to detail with experience in developing reports and evaluating and interpreting analytical data.
  • Ability to work autonomously in a highly matrixed, decentralized, and complex work environment.
  • Willingness to work in the field, across campus, much of the time.
  • Valid NYS Driver's license and a driving record which meets University requirements is required.
  • Must be medically fit and able to wear respiratory protection.
  • HAZWOPER 24 or 40-hour certification required or commitment to obtain within 2 months of hire.
  • Successful candidate is expected to establish their principal residence in the Central New York area within approximately 30 minutes driving distance from Syracuse University.

Responsibilities
  • Support the development, maintenance, and implementation of various environmental protection programs with the primary focus on air emissions control and permitting, greenhouse gases, bulk storage, spill prevention, regulated waste management, wastewater management, pesticides, and regulated building materials.
  • Understand and interpret environmental laws and regulations applicable to University operations, determine compliance obligations and communicate requirements to affected University personnel.
  • Investigate environmental related inquiries and other concerns and participate in the evaluation and determination of appropriate actions.
  • Perform environmental compliance assessments, inspections and monitoring.
  • Identify, communicate, and implement necessary corrective actions.
  • Assist with environmental sampling and monitoring.
  • Conduct radon monitoring and assessments and maintain related records.
  • Support regulated waste management assessments and provide back up support to the regulated waste management group.
  • Collect, prepare and maintain reports and records necessary to document, track, and assure compliance.
  • Maintain the University's air emissions source inventory, and bulk oil storage container inventory.
  • Tabulate air contaminates emission levels for regulatory reporting.
  • Track cooling tower legionella compliance monitoring data and actions.
  • Review pesticides used on campus for compliance and safety consideration and prepare related compliance reports.
  • Communicate and collaborate with University personnel and contractors to implement compliance actions and best management practices to meet compliance obligations.
  • Instruct employees on the content, concepts and requirements of applicable environmental compliance programs and obligations.
  • Develop and prepare training materials.
  • Participate in chemical, biological or environmental incident investigations and spill response actions including the continued ability to use chemical protective suits, respirators, specialized equipment and air monitoring devices.

Physical Requirements
  • Able to lift up to 50 lbs., and able to maneuver 55-gallon drums weighing up to 800 lbs. through the use of a drum cart.
