Job description

The Program Manager (PM) serves as the senior executive responsible for the overall management, direction, coordination, quality assurance, and successful execution of all contract requirements. The PM acts as the primary interface between the Government and contractor personnel and is accountable for ensuring all technical, operational, financial, staffing, security, and reporting requirements are delivered in accordance with contract objectives, performance standards, and mission priorities.
 
The Program Manager provides strategic leadership and operational oversight for all program activities supporting FBI and Department of Justice (DOJ) missions. The PM is responsible for maintaining effective communication with Government stakeholders, managing program risks, monitoring performance metrics, overseeing workforce management, and ensuring contract deliverables are completed accurately, on time, and within budget.
 
The Program Manager shall establish and maintain effective management controls, implement continuous process improvement initiatives, and ensure contractor personnel are aligned with mission objectives while operating within all applicable FBI, DOJ, and Federal regulations and security requirements.
 
Minimum Qualifications
 
Education:
  • Bachelor's Degree from an accredited college or university in Business Administration, Management, Public Administration, Finance, Criminal Justice, Information Systems, or a related field.
  • Master's Degree is preferred.
 
Certifications
  • Project Management Professional (PMP) certification required.
  • Additional federal program management certifications are preferred.
 
Experience
  • Minimum fifteen (15) years of progressively responsible program management experience supporting Federal Government contracts.
  • Minimum ten (10) years managing large, complex, multi-disciplinary programs and professional services contracts.
  • Minimum five (5) years supporting Department of Justice (DOJ), Federal Bureau of Investigation (FBI), or comparable Federal law enforcement organizations.
  • Demonstrated experience managing geographically dispersed personnel, subcontractors, budgets, schedules, risks, and customer relationships.
  • Experience supporting classified environments and mission-critical operations preferred.
 
Security Clearance:
  • Active Top Secret (TS) clearance required.
  • Must be eligible to obtain and maintain access to Sensitive Compartmented Information (SCI), if required.
Key Responsibilites:

  • Manage contract financial performance, resource allocation, and labor utilization.
  • Ensure all deliverables are completed in accordance with contract requirements, schedules, and quality standards.
  • Identify opportunities for process improvements, operational efficiencies, and mission enhancement.
  • Support transition-in and transition-out activities to ensure uninterrupted mission support.
  • Ensure compliance with all FBI, DOJ, Federal Acquisition Regulation (FAR), security, privacy, and information protection requirements.
