Job Description – Program Manager


The Program Manager provides leadership and program-wide direction for one or more government or private-sector consulting contracts, typically exceeding $1 million in revenue. As the company’s primary client interface, the Program Manager is accountable for the successful delivery, performance, and overall health of the program. The Program Manager leads through the program team, integrating the work of Project Managers, delivery leads, technical leads, Scrum Masters, and other functional specialists rather than personally performing the team’s day-to-day technical or delivery tasks.


Snowbird Agility is seeking a Program Manager to lead the contractual and corporate support provided to the Defense Health Agency’s Web and Mobile Application Development Team (DHA/WMT), which designs, builds, and sustains web and mobile applications for the Military Health System. Snowbird provides Agile program management, DevSecOps, UX, and Quality Assurance support to the WMT delivery team. The Program Manager will oversee a team of approximately 20 full-time employees and subcontractors and a total annual budget of approximately $4M.


The Program Manager serves as Snowbird’s primary senior management point of contact with DHA/WMT and its representatives and is the company’s accountable owner for program delivery, contract compliance, staffing, customer satisfaction, financial performance, risk management, and program growth. The Program Manager is responsible for ensuring that the team successfully delivers contract commitments and achieves required schedule, quality, cost, security, and customer outcomes.

The Program Manager works through and in close partnership with Snowbird’s customer-facing delivery and technical leads. Those leaders retain responsibility for their respective technical and functional execution, while the Program Manager provides integrated program direction, establishes priorities, ensures cross-functional coordination, removes organizational barriers, manages dependencies, and holds the team accountable for successful program delivery.


The Program Manager is expected to understand Agile software delivery, DevSecOps, UX, and Quality Assurance sufficiently to assess program performance, identify risks and dependencies, make informed management decisions, and collaborate effectively with the Snowbird leads responsible for those disciplines. The role is not expected to directly administer customer delivery systems; it relies on Snowbird personnel operating within DHA systems to provide delivery information, execute technical work, identify risks, and coordinate program actions.


The Program Manager must hold and maintain a Project Management Professional (PMP) certification. Agile or Scrum-related experience or certification (e.g., Certified ScrumMaster (CSM) or SAFe Scrum Master) is strongly preferred.

The Program Manager is accountable for the successful execution and delivery of all aspects of the DHA/WMT program, including contractual, financial, staffing, reporting, customer, risk, quality, and corporate responsibilities. The Program Manager serves as the single primary point of accountability for overall program performance and leads through an integrated program leadership team. The Program Manager is responsible for ensuring the team has the direction, resources, priorities, information, and support necessary to deliver successfully.


· Own overall program delivery and performance from initiation through closeout, ensuring contract commitments, milestones, deliverables, and customer outcomes are achieved.

· Lead, direct, and coordinate the program team through Project Managers, delivery leads, technical leads, Scrum Masters, QA/UX/DevSecOps leaders, employees, consultants, and subcontractors; establish clear accountability while operating effectively in a matrixed environment.

· Translate contractual requirements and customer priorities into an integrated program plan, delivery priorities, staffing strategy, dependencies, milestones, and measurable outcomes.

· Ensure Snowbird’s contractual commitments for Agile delivery, DevSecOps, UX, and QA are appropriately staffed, supported, monitored, and reported through the responsible functional and technical leads.

· Direct integrated program execution by setting priorities, coordinating cross-functional work, resolving dependencies and escalated issues, removing organizational barriers, and ensuring corrective actions are completed when delivery performance deviates from commitments.

· Hold program leadership and delivery teams accountable for meeting DHA/WMT schedule, quality, cost, security, and delivery requirements while respecting the specialized technical authority of functional and technical leads.

· Manage program contractual scope and coordinate with delivery and technical leads to assess impacts to commitments, staffing, cost, schedule, dependencies, and deliverables; support tracking and execution of contract modifications as needed.

· Estimate, budget, monitor, and control program costs, including monthly estimate-at-completion analyses, financial forecasting, and corrective action.

· Communicate regularly with clients, senior management, subcontractors, and other stakeholders regarding program performance, staffing, financial status, risks, decisions, dependencies, and corrective actions.

· Identify, analyze, and manage program risks, including financial, staffing, schedule, compliance, security, delivery, and quality risks; ensure owners, mitigation plans, and follow-through are established.

· Ensure contractual quality and compliance obligations are understood and addressed, working through the responsible delivery, technical, security, and quality leads to confirm deliverables meet DHA/WMT expectations and applicable DoD requirements.

· Support, collaborate with, mentor, and hold accountable Project Managers, Scrum Masters, and program leads for effective execution within their areas of responsibility.

· Establish and maintain program-level performance reporting, dashboards, governance routines, and management reviews that provide leadership with clear visibility into delivery health, risks, financial performance, staffing, and required decisions.

· Motivate, mentor, and develop employees, consultants, and subcontractors while minimizing turnover and maintaining the capabilities required for successful program delivery.

· Provide people-management oversight for Snowbird personnel assigned to the program, including performance feedback, professional development, training needs, workload and staffing concerns, and coordination with delivery and technical leads.

· Partner with the Recruiter and COO on sourcing strategy, resume review, interviews, and staffing decisions to ensure program positions are filled with qualified personnel in a timely manner.

· Drive continuous improvement by identifying lessons learned, improving program processes, and contributing best practices to Snowbird’s corporate body of knowledge.

· Drive program growth through business development and capture leadership, including follow-on/recompete positioning, service expansion, and identification of new opportunities with adjacent agencies.


Program Growth Performance Requirements:


In addition to successful day-to-day program execution, the Program Manager is accountable for the sustained health and growth of the DHA/WMT program business and will be evaluated on:

· Successful positioning and support of proposal efforts resulting in the award of follow-on and recompete contracts.

· Expansion of the scope, scale, or value of services delivered under the program, such as additional task orders, labor categories, or product lines.

· Identification and qualification of new business opportunities with agencies adjacent to DHA/WMT, delivered to Snowbird leadership as actionable capture opportunities.

· Development and maintenance of strong customer relationships that support Snowbird’s reputation and competitive position for future work.


Key Performance Metrics:


· Successful on-time, on-quality delivery of contract commitments, sprint commitments, release milestones, and required deliverables.

· Program financial performance against budget, including cost variance, funds utilization, forecast accuracy, and profitability targets.

· Customer satisfaction ratings and CPARS scores.

· Effective visibility into program delivery, DevSecOps, security, and release-quality risks, with timely escalation, ownership, mitigation, and follow-through.

· Quality and compliance performance of Snowbird contractual deliverables, including timely identification and resolution of material quality issues.

· Staff retention, engagement, and timely fill rate for open program positions.

· Timeliness, accuracy, and quality of required contractual, financial, staffing, risk, program, and status reporting.

· Contract recompete/follow-on win rate and value of new awards secured.

· Revenue and scope growth achieved through service expansion on the program.


Required Education, Experience and Qualifications:


Bachelor's degree in Business Administration, Management, Information Technology, Computer Science, Engineering, or a related field

  • PMP certification
  • 5+ years of program/project management experience
  • Experience managing government/DoD or complex technology programs

Preferred:

  • MBA or Master’s degree in Business, Management, IT, Engineering, or a related discipline
  • Agile/Scrum certification such as CSM or SAFe

· Minimum of 5 years of direct program or project management experience, including responsibility for government or complex consulting contracts and experience supporting software or technology programs.

· Specific training in project management methodologies; PMP certification required.

· Demonstrated experience with Agile/Scrum delivery frameworks and working knowledge of DevSecOps, UX, and Quality Assurance practices sufficient to manage program performance and collaborate effectively with delivery and technical leads.

· Experience supporting DoD or federal health IT programs strongly preferred; familiarity with the Defense Health Agency or Military Health System is a plus.

· Ability to thrive in a fast-paced environment, handling multiple concurrent priorities with short turnaround times across internal and external customers.

· Ability to lead and manage in a staff-matrixed environment, coordinating teams with specialized technical and functional expertise.

· Candidates must be eligible to work in the United States and will be required to undergo a background investigation in order to be approved for a Public Trust clearance by the relevant government agency.
