Main Purpose of Job
The main purpose of this position is to manage and direct the activities of the Water Quality Monitoring\r\nProgram which is part of the Monitoring and Non-Tidal Assessment (MANTA) Division. This Program collects\r\nand processes water quality samples from waters across the entire state of Maryland. The projects within the\r\nProgram monitor water quality in Maryland's Chesapeake Bay and its tidal and non-tidal tributaries, lakes and\r\nthe Atlantic coastal bays and their tributaries. These programs collect discrete and continuous water chemistry\r\nand meteorologic data year round. The samples and data collected provide vital information about the current\r\ncondition of Maryland's natural waters and are used by federal, state and local partners. Samples are collected to\r\nmeet Maryland's requirements under Sections 117e and 106 of the Clean Water Act for Chesapeake Bay and its\r\ntributaries. This Program uses strict collection and quality control procedures to collect and field process\r\nthousands of water chemistry samples per year. This position also manages the MANTA Field Office facility\r\nlocated at 1919 Lincoln Drive in Annapolis.\r\n\r\n\r\nThe Water Quality Monitoring Program is responsible for the collection and assessment of\r\nwater quality data for the Chesapeake Bay (Mainstem, Bay Tributary & Enhanced Tributary),\r\nNon-tidal Network, Core/Trend, Coastal Bays, Dataflow, Continuous Monitoring and Deep Creek Lake\r\nPrograms. These surveys collect monthly water quality data year-round from over 250\r\nstations statewide generating 400 - 600 samples each month as part of the above-named\r\nwater quality programs. These programs are administered by the Department of Natural\r\nResources, Resource Assessment Service whose mission is to understand tidal and non-tidal\r\naquatic ecosystems and trends of these ecosystems; to evaluate the effectiveness of\r\nrestoration, enhancement and protection activities for these ecosystems and to interpret\r\nscientific and economic data on issues related to the natural resources and environment of\r\nMaryland. The Department of Natural Resources, Resource Assessment Service is\r\nresponsible for major components of these plans including the collection and interpretation of\r\nwater quality data that are used to provide recommendations on issues related to management\r\nof resources in the Chesapeake and Coastal bays.\r\n
POSITION DUTIES
The Department of Natural Resources, Monitoring and Non-Tidal Assessment Division is currently accepting applications to fill the Water Quality Program Manager vacancy. This position manages and directs all activities of the Water Quality Monitoring Program. This Program collects and processes water quality samples from waters across the entire state of Maryland to monitor the health of Maryland's Chesapeake & Coastal Bays, their tidal and non-tidal tributaries, and Deep Creek Lake & tributaries. These programs collect discrete and continuous water chemistry samples and data year-round. This position is responsible for managing separate budgets for multiple contracts as well as the logistics of sampling to ensure timely and successful completion of assigned work. This position also manages the MANTA Field Office located at 1919 Lincoln Drive in Annapolis. This facility houses multiple labs, maintains 13 field vehicles and 6 research vessels to support 25 staff.\r\nIn addition to project and office management, candidates must be willing to work in the field. This work may consist of long and flexible hours working aboard boats, from bridges, and in streams, under various weather conditions.\r\n\r\n\r\nIn addition, this position will be required to be on call for weekend storm sampling at times. Some work may require carrying equipment over rough and uneven terrain as well as operating a large vehicle (van or truck) while towing a small (up to 27 feet) research vessel.\r\n\r\n
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university including 30 credit hours in engineering or the biological, environmental or physical sciences.\r\nExperience: Three years of experience supervising a professional staff or as a project supervisor in the Water Management field of work.\r\nNotes:\r\n1.Candidates may substitute additional experience in engineering,public administration or law as related to environmental healthon a year-for-year basis for the required education.\r\n2.Applicants may substitute registration as an Environmental Sanitarian or as a Professional Engineer for the required education.\r\n3.Applicants may substitute one additional year of experience in engineering, public administration or law related to environmental health for the 30 credit hours of required education.\r\n4.Candidates may substitute U.S. Armed Forces military serviceexperience at a rank of Corporal/Petty Officer or higher as acommissioned officer inEnvironmental Engineering and NaturalResources classifications or Environmental Engineering andNatural Resources specialty codes in the Engineering, Natural Resources and Science field of work on a year-for-year basis for the required education andexperience.\r\n
DESIRED OR PREFERRED QUALIFICATIONS
\r\n Experience with managing an environmental sampling project including budgetary aspects\r\n Experience managing personnel, facilities and vehicles/vessels\r\n Completion of Supervisor Training and Engagement Program or similar 80-hour leadership course\r\n Extensive knowledge of accepted methodologies for water quality monitoring, including 10+ years\r\n experience with water quality field operations\r\n Experience with technical document preparation and/or review, i.e. technical Standard Operating\r\n Procedures and/or Quality Assurance Project Plans\r\n Extensive knowledge of multiparameter water quality instrumentation, including 10+ years\r\n experience with instruments\r\n\r\n
