Job description

Smith-Midland Corporation is seeking an experienced, hands-on Environmental, Health & Safety (EHS) Manager to lead and manage the company's environmental, health, and safety programs across all manufacturing facilities. This position is responsible for ensuring compliance with federal, state, and local regulations while promoting a culture of safety, environmental stewardship, and continuous improvement throughout the organization.
The EHS Manager will work closely with plant managers, supervisors, and employees to reduce workplace risks, improve safety performance, maintain regulatory compliance, and support Smith-Midland's commitment to operational excellence.
Essential Responsibilities
Safety Leadership
  • Develop, implement, and continuously improve company-wide health and safety programs.
  • Promote a proactive safety culture focused on employee engagement and accountability.
  • Conduct routine safety audits and inspections at all manufacturing locations.
  • Lead incident investigations and determine root causes using recognized investigation methods.
  • Develop corrective and preventive action plans and ensure timely completion.
  • Monitor safety performance metrics and prepare monthly reports for executive leadership.
  • Manage OSHA recordkeeping, including OSHA 300, 300A, and 301 logs.
  • Coordinate emergency response planning and preparedness activities.
  • Lead safety committee meetings and employee safety initiatives.

Environmental Compliance
  • Ensure compliance with all applicable environmental regulations, including:
    • EPA
    • Virginia DEQ
    • Stormwater regulations
    • Air quality permits
    • Waste management requirements
    • Hazardous material handling
  • Manage environmental permits, inspections, reporting, and renewals.
  • Coordinate spill prevention and environmental response plans.
  • Oversee waste disposal and recycling programs.
  • Support sustainability and environmental improvement initiatives.

Regulatory Compliance
  • Maintain compliance with:
    • OSHA
    • EPA
    • DOT
    • Virginia Occupational Safety and Health (VOSH)
    • Other applicable federal, state, and local regulations
  • Stay current on changing regulatory requirements and implement necessary updates.
  • Serve as the primary contact during regulatory inspections and audits.

Training & Development
  • Develop and conduct employee safety training programs.
  • Coordinate new hire safety orientation.
  • Maintain required training documentation.
  • Train supervisors on regulatory requirements and safe work practices.
  • Develop written safety procedures and standard operating practices.

Risk Management
  • Perform job hazard analyses (JHAs).
  • Conduct ergonomic assessments.
  • Recommend engineering and administrative controls.
  • Assist with workers' compensation management and return-to-work programs.
  • Collaborate with Human Resources on workplace injury prevention.

Operational Support
  • Partner with plant management to improve safety and operational performance.
  • Participate in capital projects to ensure safety and environmental compliance.
  • Assist with contractor safety management.
  • Conduct vendor evaluations related to EHS services.

Required
  • Bachelor's degree in Environmental Science, Occupational Safety, Industrial Hygiene, Engineering, or related field (or equivalent experience).
  • Minimum 5 years of progressive Environmental, Health & Safety leadership experience in manufacturing.
  • Strong knowledge of OSHA regulations.
  • Working knowledge of EPA environmental regulations.
  • Experience conducting incident investigations and root cause analysis.
  • Experience developing and delivering safety training.
  • Strong communication and leadership skills.
  • Excellent organizational and project management abilities.
  • Proficiency with Microsoft Office Suite.

Preferred
  • Experience in precast concrete, heavy manufacturing, construction materials, or industrial manufacturing.
  • Professional certifications such as:
    • Certified Safety Professional (CSP)
    • Associate Safety Professional (ASP)
    • Certified Industrial Hygienist (CIH)
    • CHMM
  • Experience with ISO 14001 and/or ISO 45001 management systems.
  • Experience managing multi-site manufacturing operations.

Physical Requirements
  • Ability to walk manufacturing facilities daily.
  • Ability to climb stairs, ladders, and access elevated work areas.
  • Ability to lift up to 30 pounds occasionally.
  • Ability to work indoors and outdoors in varying weather conditions.
  • Must be able to wear required personal protective equipment (PPE).

Travel Requirements
  • Regular travel between Smith-Midland manufacturing plants.
  • Occasional overnight travel for training, conferences, or regulatory meetings.
