Job Description

The Assistant Risk Manager supports the East Hawaii Region Risk Manager in the planning, development, administration, and oversight of the region's Risk Management Program. This position assists with identifying, analyzing, and evaluating potential liability and risk; investigating and documenting incidents; and maintaining departmental plans, policies, standards, guidelines, and procedures. The Assistant Risk Manager also provides consultation and guidance to hospital administrators, nursing leadership, and other department leaders throughout the East Hawaii Region.

Key Responsibilities:

Risk Management Activities

  • Assists with the development and management of a systematic process for the identification, assessment, and correction of actual and potential losses and exposures.
  • Oversees the identification, assessment, action planning, and tracking for actual and potential events, and improvements. This includes management and oversight of the incident reporting platform.
  • Coordinates, facilitates, and tracks investigations of incidents, claims, legal counsel, surveys and process improvement initiatives for data gathering, corrective action planning and monitoring.
  • Facilitates organizational safety culture and risk mitigation by investigating, developing, and implementing improvement projects usually in conjunction with one or multiple other departments. Uses system focuses solutions and process improvement cycle for recommendation, implementation, assessment, and data collection.
  • Gathers facts (data) to assist in the analysis and trending of information, creating written and/or oral reports, responses and presentations that include graphs and charts for the East Hawaii Region Risk Manager, departments/designee(s), agencies, legal counsel, patients and families.
  • Presents simple to complex analysis of data to the East Hawaii Region Risk Manager, designee(s) or other departments.
  • Gathers and prepares files and records for litigation and claims.
  • Assists with the investigations of incidents and claims.
  • Consults and advises department managers, directors and administration regarding identified risk and the development and implementation of corrective measures involving actual or potential claims.
  • Assist in root cause analyses, investigation of Near Miss or Sentinel Events.
  • Consultative: Provides advisory services to all medical center units on risk management problems and procedures in the EHR Region.
  • Assist in the preparation and/or response to recommendations from the Department of Health, CMS, The Joint Commission (TJC), and other agencies regarding risk management issues.
  • Educates hospital staff regarding risk management issues.

Monitoring Claims

  • Supports the East Hawaii Risk Manager with monitoring and coordinating activities in the East Hawaii Region (all facilities) relating to the control of claims costs and acts as a liaison with designated insurance carriers.
  • Reports all actual or potential losses in compliance with State and other regulatory protocol and requirements.
  • Assists the Risk Manager in coordinating conferences between outside claim investigators or legal counsel and hospital personnel/medical staff involved in liability incidents.
  • Works with the assigned defense attorney on hospital claims (e.g., staff interviews, production of documents and other related matters).
  • Interviews nurses and other staff personnel for data gathering on the claims.
  • Promotes the containment of claims and losses.
  • Gathers and analyzes data to establish, revise and evaluate a comprehensive incident (event) reporting system, including a trending and analysis system or reported complaints (e.g., workers compensation, patient incident information, facility liability insurance, OSHA report, and areas requiring management attention). Prepares reports for management and outside agencies, as necessary.
  • In collaboration with Quality Management, maintains a system to monitor the correction of identified risks and the effectiveness of implemented programs.
  • Organizes and manages education programs on hospital risk management and related subjects for health care practitioners. Coordinates the presentation of educational programs for staff development with the medical staff and Chief Medical Officer.
  • Participates in the orientation of new employees and physicians to introduce risk management philosophies and programs.

Other Duties

  • Provides day-to-day guidance and coordination to clerical and support staff, as needed. This position does not currently have direct reports; however, supervisory responsibilities may change based on future departmental needs.
  • Attends selected committees such as Quality Management, EHR Workplace Violence and other committees as necessary.
  • Maintains a line of positive communication, promotes teamwork, and supports the management team by promoting professional collaboration at all levels.
  • Consistently maintains good working relationships with other units throughout the region and outside stakeholders in the community.
  • Maintains the strictest confidentiality of all facility and facility-related employee and/or patient information.
  • Performs other related duties as assigned.

Qualifications:

Education:

  • Graduation from an accredited four (4) year college or university with a bachelors Degree required.
  • Masters Degree in health or risk related field or law degree preferred.

Experience:

  • Minimum of three (3) of progressively responsible professional work experience which demonstrates knowledge of compliance, risk and privacy principles and practices in a hospital or a heavily regulated industry.

Skills:

  • Knowledge of risk management, regulatory compliance, internal audit, claims management, and loss-prevention practices.
  • Ability to identify potential risk and liability, conduct investigations, and make sound recommendations.
  • Experience developing and maintaining risk management policies, procedures, programs, and reports.
  • Ability to interpret and apply Joint Commission standards, OSHA regulations, CMS requirements, hospital licensing standards, and other applicable laws.
  • Strong analytical, problem-solving, relationship-building, and written and verbal communication skills.
