SUMMARY: Support the Safety and Compliance Manager in managing company safety programs, monitoring regulatory adherence, and maintaining documentation to ensure a safe, legal, and risk-free workplace.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Provide Administrative Support to Safety Leadership
  • Assist the Safety Manager and Site Safety Officers with scheduling, correspondence, report preparation, data entry, safety presentations, and special projects.
  • Serve as a central point of contact for safety and compliance-related administrative matters and document control.

Assist with Preparation and Submittal of Safety Plans and Documentation
  • Support the development, review, revision, and submission of Site-Specific Safety Plans (SSSPs), Accident Prevention Plans (APPs), Activity Hazard Analyses (AHAs), Job Hazard Analyses (JHAs), and other client- and regulatory-required safety documents. Coordinate with project management, field supervision, and safety personnel to collect required information, ensure compliance with applicable OSHA, Cal-OSHA, EM 385-1-1, and contract requirements, and track submittals through approval and implementation.

Provide Support to Hanford Site Safety and Health Officer (SSHO)
• Conduct Routine Site Walkthroughs
  • Assist with daily and weekly safety inspections of work areas, vessels, equipment, barges, and access points.
  • Document observations and notify supervisors of identified hazards.

• Monitor Compliance in the Field
  • Observe work activities to help ensure compliance with project safety requirements, PPE standards, environmental controls, and safe work practices.
  • Report unsafe conditions and behaviors to the Site Safety Officer.

• Support New Employee and Visitor Orientations
  • Conduct or assist with project safety orientations and verify that personnel complete required onboarding documentation before accessing the site.

• Assist with Safety Meetings
  • Participate in daily tailgate meetings, pre-task planning sessions, and toolbox talks by recording attendance and documenting discussion topics.

• Verify Permits and Safety Documentation
  • Assist in reviewing confined space permits, hot work permits, excavation permits, lift plans, and other required safety documents to ensure they are properly completed and available at the work location.

Maintain Safety Documentation
  • Organize and manage site-specific safety plans, Activity Hazard Analyses (AHAs), Accident Prevention Plans (APPs), permits, inspections, training records, and regulatory compliance documents.
  • Ensure all records are accurate, current, and readily available for audits and project personnel.

Track Safety Training and Certifications
  • Maintain databases of employee training, certifications, medical clearances, and required licenses
  • Maintain virtual users in applications such as MobileOps, Moxie Media and ClickSafety.
  • Coordinate renewals and notify supervisors of upcoming expirations.

Support Regulatory Compliance
  • Assist the Compliance Manager, Safety Manager and Site Safety Officer in ensuring compliance with Cal-OSHA, OSHA, USACE EM 385-1-1, United States Coast Guard, environmental agency, and client-specific requirements.
  • Assist with managing DOT drug testing pool and results.
  • Monitor training documentation, certifications, and credentials for compliance gaps and corrective actions.

Manage Safety Meetings and Communications
  • Schedule and document safety orientations, toolbox talks, safety committee meetings, and project safety briefings.
  • Distribute safety alerts, lessons learned, and regulatory updates to project personnel.

Assist with Inspection and Audit Programs
  • Assist Compliance Manager with internal audits and inspections.
  • Track findings from site inspections, vessel inspections, audits, and environmental compliance reviews.
  • Monitor corrective action deadlines and provide status updates to project management.

Generate Safety Metrics and Reports
  • Compile project safety statistics such as TRIR, DART rate, near-miss reports, inspection data, training completion rates, and corrective action tracking.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Education/Experience: ISM and USCG audit certification. OSHA 30-Hour or EM385-1-1 40-Hour course.
  • Language Ability: ability to effectively communicate and respond to questions from managers, clients, regulatory agencies, and internal team. Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to convey both written and oral information professionally and clearly across various audiences. Ability to complete written reports and audits, fill out official forms and documentation, and draft inter-office communications.
  • Reasoning Ability: ability to apply common sense understanding to carry out instructions furnished in written, oral, diagram, or schedule form. Ability to deal with problems involving several concrete variables in standardized situations.
  • Computer Skills: to perform this job successfully, an individual should have strong knowledge and experience of Excel and other Microsoft Office software including Outlook and Word. Vista Viewpoint and MobileOps experience preferred but not required. Python and Visual Basic experience preferred but not required.
  • Physical Presence: Regular and predictable physical presence in the corporate office and in the field on various vessels is an essential qualification.

SUPERVISORY RESPONSIBILITIES: This position directly supports the Safety & Compliance Department under the Safety Manager's direction.
