Job description

What We Are Looking For
The primary function of the Utility Operator is to safely and effectively perform all required duties / tasks associated with offloading railcars and tanker trucks. This position also assists Operations personnel in performing required duties/tasks associated with station and pipeline operations.
What You Will Do
Essential duties and responsibilities:
  • Offload railcars and tanker trucks
  • With proper training, qualification, and/or oversight, will participate in terminal operations, pipeline operations, and right of way protection
  • Perform periodic inspections of tanks and equipment as directed
  • Monitor station for safety and environmental compliance with all Federal, State, Local and Company regulations, policies and guidelines
  • Respond to operating emergencies as necessary
  • Measure the volume of petroleum product in tankage by climbing to the top of the tank and measuring the height of product in the tank using a gauge tape, obtaining a sample of the product, obtaining the temperature of the product, measuring the API gravity of the sample, and performing the necessary mathematical calculations
  • Operation of various station vehicles including trucks and forklifts
  • Obtain samples of product manually from tanker trucks and railcars
  • Perform laboratory testing of various petroleum products
  • Perform minor maintenance of station equipment. Items include adjusting valve packing, oiling machinery, greasing valves, cleaning and painting, and other basic maintenance duties.
  • Perform clerical tasks necessary to document station operations and provide other departments with inventory and billing information
  • Ensure assigned equipment and facility housekeeping is conducted as required
  • Assist maintenance technicians with equipment repairs as directed
  • Participate in special projects, and any other duties and tasks as directed by management
  • Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public
  • Participate in and successfully complete required training and related testing

What You Need
High School Diploma or equivalent required
Experience / specific Knowledge:
  • This is an entry level field position.
  • Advancement from one step level to the next is based on minimum time requirements, as well as meeting and maintaining satisfactory job performance standards.
    • Utility Operator Entry Level - New hire; Works under close supervision; must learn the basics and pass required loading and offloading procedures for tank cars and tank trucks.
    • Utility Operator Level 1 - Able to perform tank truck and tank car offloading operations without supervision.
    • Utility Operator Level 2 - At least one year performing satisfactorily at Level 1 or has equivalent experience; can consistently perform all job duties; understands and adheres to all standard terminal operating/maintenance procedures. Has passed assigned Operator Qualifications and has ability to perform basic terminal duties without supervision.
    • Utility Operator Level 3 - At least one year performing satisfactorily at Level 2 or has equivalent experience; can work with minimal direction. Has demonstrated sound judgment in carrying out all job responsibilities and continues to successfully perform all job duties; is knowledgeable regarding the facility pumps and valves; works with moderate direction. Has the ability to analyze problems and develop sound recommendations for resolution.
    • Utility Operator Level 4 - At least two years performing satisfactorily at Level 3 or equivalent experience; provides self-direction; has shown continuous improvement in ability to perform duties, troubleshoots problems, demonstrates leadership skills, promotes teamwork, contributes ideas and recommendations for generating and implementing new ideas/procedures/processes and serves as a trainer or mentor for less experienced Utility Operator.
    • Utility Operator Level 5 - At least three years performing satisfactorily at Level 4; has maintained a consistent and high level of performance by meeting or exceeding all job performance standards and expectations; is considered a 'subject matter expert' in regards to the Utility Operator position; has the ability to work independently and use sound judgment, as well as the ability to work in a team and promote cooperation; sets a positive example for all and represents KM in a professional manner at all times.
      Certification, licenses, registrations:
  • Must have and maintain a valid driver's license and be insurable under the policy.
  • May be asked to pass and maintain all applicable Operator Qualification requirements.
  • If the employee is subject to license or certification requirements or training as stipulated by local, state or federal agencies or the Company, now or in the future, compliance is required under this job description.
    Competencies, skills, and abilities:
  • Proficiency with computer applications, including Microsoft Excel, Word, and Outlook.
  • Well-balanced interpersonal skills and strong verbal and written communications skills are required.
  • Must be accountable and take direction from Managers; keep required work schedules, which include regular and predictable job attendance; focus attention on details; follow work rules.
  • Organizational skills and the ability to prioritize tasks are essential.
  • Must be a problem solver with the ability to find resolutions.
  • Must be self-motivated and capable of working with minimal supervision and/or direction.
  • Must be flexible and ableo work effectively in a team environment and consistently maintain a professional and respectful demeanor/attitude with co-workers, clients, vendors, and regulatory agencies.
  • Ability to read, comprehend and respond to simple instructions, short correspondence and memos.
  • Ability to add, subtract, multiply and divide in all units of measure using whole numbers, common fractions and decimals.
    Physical demands:
  • Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state or federal agencies and/or Company Policy.
  • Exposure to smells and fumes associated with refined petroleum products.
  • Work is performed outside in varying and sometimes extreme weather situations.
  • May lift weights up to 50 pounds unassisted. Help should be secured for weight in excess of that amount.
  • Employee must be able to gauge and climb tanks with 50 to 80 steps on a routine basis.
  • Must be capable of manually operating a block valve up to 24" in diameter.
  • Perform physical labor in a variety of extreme climatic conditions, including walking, bending, stooping, climbing tanks, digging, lifting and general manual labor.
  • Work is labor intensive at times and involves repetitive actions such as stooping, bending, squatting, walking, digging.
  • Must be able to use all senses (i.e. sight, hearing, and smell), with or without accommodation, in order to observe and detect irregularities.
  • Job requires extensive walking on a daily basis in temperatures that can range from 20 to 120 F.
    Working Conditions:
  • 8 hour traditional day shifts (but may be scheduled to regularly work nights or weekends as needed).
  • Position subject to 24-hour call-out, including nights, weekends, and holidays.
  • Overtime required and extended work hours in cases of emergencies.
  • May be required to work alone (unsupervised).
  • The majority of work time will be spent outdoors and the employee must be physically fit and capable of working in a variety of weather conditions, including desert hot and cold temperatures, humidity, dryness, etc.

    Preferred education, experience, certifications, competencies, skills, and abilities:
    Above the minimum requirement; not required but advantageous in this position:
  • Prior experience requiring mechanical aptitude and skill
  • Experience with light maintenance (mechanical, electric, electronic)
  • Technical training and/or college classes
  • Basic knowledge of cathodic protection
  • Knowledge of piping, valves and pressures
  • Knowledge of pipeline operations
  • Experience with storage tank operations, including inspections, alarms and sampling

Pay range is $25.00 to $36.00 per hour. This position includes a discretionary annual incentive plan. Job level and pay commensurate with experience and skill set.
