Job description

JOB SUMMARY: Under supervision, provides entry level professional support in one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental and traffic.
JOB SPECIFIC DUTIES: Under limited supervision, administers utility pre-construction and construction activities for a District Utilities Office. Guides utility companies, consultants, construction and permit inspectors in the proper development, resolution and processing of utility estimates and encroachment. Represents the District Utilities office in various meetings and committees as required and provide information to various personnel pertaining to ongoing projects. Processes utility permits in assigned area.
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.
STATE ENTRY QUALIFICATIONS
• Bachelor's degree in a related field OR Associate's degree in a related field OR One year of experience at position equivalent.
AGENCY MINIMUM QUALIFICATIONS:
• Possession of a valid Driver's license.
• One or more years of experience with utility activities in the operation, design, construction or maintenance of roadway projects
• Demonstrated ability to understand and apply information provided in technical manuals and written or verbal instructions.
• Demonstrates effective written and verbal communication skills to individuals and groups.
• Demonstrated ability to solve practical statistical and mathematical problems.
• Identifies and analyzes problems and makes sound and well informed decisions based upon established rules and policies, or recommends solutions as appropriate.
• Experience interacting with internal and external customers to resolve conflicts and problems with Agency/Company practices.
• Works closely and cooperatively with others to achieve shared goals and promote team spirit.
• Demonstrates a high level of initiative and self-management in performing tasks independently.
• Sets priorities, determines objectives and evaluates progress against goals.
• Accepts instructions and guidance from superiors, and seeks guidance when appropriate.
• Treats others with respect and courtesy.
• Dedicated to providing quality customer service.
• Uses available technology and software packages such as spreadsheets, graphics and database software to work more efficiently.
• Responds positively and adapts work methods to changing information and conditions, and unexpected obstacles.
• Ability to make well informed decisions based on Departmental rules and policies.
AGENCY PREFERRED QUALIFICATIONS:
• Two years of work experience with utility activities in the operation, design, construction or maintenance of roadway projects
• Two years of work experience interpreting complex highway construction plans related to utility activities.
• Experience using MicroStation or other design software.
• Experienced in reading and understanding complete highway construction plans.
IMPORTANT INFORMATION FOR ALL GDOT JOBS

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee's favor, he or she will be allowed to compete.
