Description
This position learns how to interpret, analyze, recommend and implement management of information systems at an entry-level; develops and implements computer software application programs and systems for user departments; implements and maintains network infrastructure, applications and computer systems, and performs related professional and technical work as required. The incumbent works within broad policy and organizational guidelines under the direction and control of the System Administrators to plan, implement, and project manage, reporting progress of major activities and projects through periodic conferences and meetings.
The work is considered sedentary in nature and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis, and occasionally more up to 50 pounds, and routine keyboard operations. The work requires the following physical abilities to perform the essential job functions: balancing, crouching, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, talking, visual acuity, and walking.
Work environment involves exposure to no known environmental hazards; and is safe and secure that may periodically have unpredicted requirements or demands.
Essential Job Functions
  • Works with a System Administrator for any assigned Information Technology projects to learn system administration from conception and design, through startup, deployment, user training, and providing long term maintenance support;
  • Assists with specific applications and services and perform the necessary Project Management functions to complete all project objectives within the time frames given;
  • Oversees software including: Energov, Rectrac, Active Directory and Microsoft Exchange;
  • Develops and documents functional and technical specifications based on business requirements;
  • Assists in research, evaluate, recommend and implement new management information system technologies, applications and hardware systems;
  • Learns to communicate with consultants and vendors to help determine appropriate hardware and software technologies for assigned projects; helps oversees vendor contracts for hardware and software maintenance;
  • Conducts installations, integrations, patches, service packs and upgrades of hardware and application systems;
  • Learns to perform analysis, design, coding, testing and documentation of software application customizations under the direction of System Administrators or Group Coordinator;
  • Works with or assists in end-users in the use of computers and applications;
  • Learns to help conduct conversion analysis, system modification and conversion integrity activities during software and hardware installations and upgrades;
  • Learns to maintain, deploy and document server/workstation hardware and system software configurations and system maintenance;
  • Maintains configurations and inventory of computer systems hardware, operating systems and administrative software;
  • Conducts routine hardware and software audits of servers for compliance with established standards, policies, configuration guidelines, version requirements and procedures;
  • Learns to help analyze, propose and implement solutions for end-user service requests, trouble reports, and a variety of problems associated with the City's computing network;
  • Learns to establish, maintain and monitor system stability, availability, security, anti-virus protection and performance of network resource usage to established service levels;
  • Helps develop and maintain a comprehensive hardware and software configuration library containing all documentation, software and other media necessary to build and deploy assigned systems and subsystems;
  • Helps provide weekday, after-hours and weekend primary support for IT systems and Public Safety services, including 911;
  • Provides electronic files to other agencies and organizations as appropriate;
  • Learns to perform general administrative/clerical work as required, including but not limited to preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, attending meetings, answering the telephone, etc.;
  • Covers any other duty or service assigned by his Group leader or Coordinator;
  • Attends training, seminars and conferences as appropriate to enhance job knowledge and skills; and
  • Performs other related duties as assigned.

Qualifications
MINIMUM REQUIREMENTS TO PERFORM WORK:
  • Bachelor's degree in computer science, network engineering or closely related field;
  • Three (3) years of relevant prior experience;
  • Valid South Carolina Class "D" Driver's License.

Knowledge, Skills, and Abilities
  • Knowledge of algebra working with such factors as exponents, logarithms, linear and quadratic equations; concepts of analytic geometry, differentiation and integration of algebraic functions; statistics, applying such functions as frequency distribution, reliability, validity and correlation techniques; finance and economics using financial and econometric models;
  • Knowledge of the English language;
  • Ability to help develop new approaches or methodologies to solve problems not previously encountered by analyzing, synthesizing or evaluating data or information using unconventional or untried methods;
  • Ability to counsel or instruct/train others outside IT through explanation, demonstration and supervised practice or making recommendations based on technical expertise under direct control;
  • Ability to operate or repair complex machinery or equipment that requires extended training and experience, such as the design, installation, maintenance and troubleshooting of complex hardware, software and network systems;
  • Ability to perform work involving the application of principles of logical thinking to diagnose or define problems, collect data and solve abstract problems with widespread unit or organizational impact. Intuitive computer and software troubleshooting skills are required to be efficient in this position;
  • Ability to read and write technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form;
  • Ability to read journals, manuals and professional publications; speaking informally or formally to groups of co-workers, staff in other organizational agencies, the general public, people in other organizations; presenting training; composing original reports, training and other written materials using proper language, punctuation, grammar and style;
  • Ability to perform professional-level work requiring the application of principles and practices in a wide range of administrative, technical or managerial methods in the solution of administrative or technical problems; or the coordination of entry-level managerial work; requires general understanding of operating policies and procedures and the ability to apply these to complex administrative problems; requires continuous, close attention for accurate results or frequent exposure to unusual pressures; and
  • Ability to guide others, requiring frequent decisions affecting co-workers and others who depend on the service or product; works in a somewhat fluid environment with rules and procedures but with many variations from the routine.
