Job Summary
This is entry level work in the operation of groundwater, surface water, or wastewater treatment plant equipment and facilities on an assigned shift.
Responsibilities
W/WW Operator Apprentice and W/WW Operator DLearns, assists, and performs the safe and efficient operation of treatment process units, groundwater well field, filters, pumps, reverse osmosis membrane trains, other plant equipment, and Supervisory Control and Data Acquisition (SCADA) systems in accordance with established procedures and state agencies, rules, and regulations. Operates raw water facilities and sludge digesters; and maintains proper water levels in tanks and covered storage reservoirs by operating pumps and valves. Under the supervision of Operator Chief and Lead Operators, regulates the proper dosage of treatment chemicals according to prescribed instruction for their application and use; calculates and records chemical dosages; assists in changing chlorine cylinders as needed. Collects and preserves samples and performs routine laboratory analysis. Collects and maintains records of plant and system operations and reviews them with supervisor. Records data in log books, spreadsheets, and trending and normalization programs. Cleans, lubricates, and paints equipment and assists in the maintenance and repair of machinery and equipment. Learns, and adheres to, industry specific safety standards and BPUB safety policies and procedures. May handle hazardous chemicals to do clean-in-place procedures on reverse osmosis membrane trains. May be assigned to assist belt press operator; may generate waste manifests (trip tickets) for the transporting of sludge or solids to a staging area or disposal site. May operate heavy equipment (i.e., forklift, backhoe, scissor lift, etc.) to position roll-off boxes for sludge dewatering process, load/unload plant equipment, chemical shipments, and to perform housekeeping around plant premises. Completes other job duties as assigned.
W/WW Operator C, W/WW Operator B, and W/WW Operator AThis is skilled work in the operation of groundwater, surface water, or wastewater treatment plant equipment and facilities on an assigned shift. Safely and efficiently operates water treatment equipment, groundwater well-fields, filters, reverse osmosis trains, aeration basins, clarifiers, chemical feeders, and Supervisory Control and Data Acquisition (SCADA) systems in accordance with established procedures and state agencies' rules, and regulations. Checks, adjusts, and repairs process control equipment at the treatment plant and pump stations. Collects data for the treatment plant and system operations; records data in log books, spreadsheets, trending programs, or reverse osmosis normalization programs. Determines chemical dosages, reads gauges, meters, and sensors, and monitors SCADA systems, and interprets data to maintain an efficient treatment process. Learns and adheres to industry specific safety standards and BPUB safety policies and procedures. Prepares shift reports and reviews documentation with supervisor. Collects and preserves samples; performs routine laboratory analysis, interprets laboratory data, and applies mathematical calculations and chemical applications that relate to plant processes. Cleans, lubricates, and paints equipment; may remove grease deposits, debris, and sand from wet wells; drains and cleans degritters and pumps. May conduct clean-in-place procedures on reverse osmosis and microfiltration membranes using hazardous chemicals and cleaning agents. May be assigned to operate belt filter press unit for sludge dewatering; may generate waste/ manifests (trip tickets) for the transporting of sludge or solids to a staging area or disposal site. May operate heavy equipment (i.e., forklift, backhoe, scissor lift, etc.) to position roll-off boxes for sludge dewatering process, load/unload plant equipment, chemical shipments, and to perform housekeeping around plant premises. Oversees off-loading of chemicals, checks chemical supplies and dosages, and assists in changing chlorine cylinders as needed. May be held criminally liable if knowingly falsifies reports to Texas Department of Health (TDH), Texas Commission on Environmental Quality (TCEQ) or Environmental Protection Agency (EPA). Learns, and adheres to, industry specific safety standards and BPUB safety policies and procedures. Assists in the development of operating procedures, parameters, and job safety analysis. Completes other job duties as assigned.

W/WW Operator Apprentice and W/WW Operator D
Some knowledge of the functions and maintenance requirements of mechanical equipment and machinery. Some knowledge of the precautions necessary to work safely with and around mechanical equipment. Computer skills working with Microsoft Office programs (Excel, Word). Skill in understanding and following oral and written instructions and procedures in English. Ability to inspect machinery and mechanical equipment and to detect flaws and defects in operations. Ability to learn the processes involved in the treatment of water or wastewater. Ability to learn to operate treatment process equipment and Supervisory Control and Data Acquisition (SCADA) controls. Ability to read simple meters and charts accurately and to maintain records of shift operations. Ability to continuously work on improving own knowledge and skills. Ability to complete assigned duties and functions in a safe, timely, and effective manner. Ability to learn to use computerized monitoring systems and SCADA systems.
W/WW Operator C
Knowledge of the operating principles and practices and the maintenance requirements of treatment and pumping equipment and machinery. Considerable knowledge of the processes involved in the treatment of raw water, groundwater, and wastewater. Knowledge of State and Federal rules and regulations pertaining to water or wastewater processes. Some knowledge of standard laboratory principles, techniques, terminology, and equipment. General knowledge of the occupational hazards and safety precautions associated with treatment plants. Computer skills working with Microsoft Office programs (Excel, Word). Written and oral communication skills in English. Skill in understanding and following oral and written instructions and procedures in English. Ability to inspect machinery and mechanical equipment and to detect flaws and defects in operations. Ability to read meters and charts accurately and to maintain records of shift operations. Ability to operate treatment process equipment and SCADA controls. Ability to keep accurate records and prepare reports. Ability to continuously work on improving own knowledge and skills. Ability to complete assigned duties and functions in a safe, timely, and effective manner. Ability to exercise independent judgment in correcting certain problem situations.
W/WW Operator B and W/WW Operator A

Education & Experience Requirements
W/WW Operator Apprentice
High School Diploma or GED required or satisfactory approved equivalent, preferably including some course work in basic mathematics
W/WW Operator D
High School Diploma or GED required or satisfactory approved equivalent, preferably including some course work in basic mathematics. Must have completed 20 hours of TCEQ-approved basic water or wastewater operations courses.
W/WW Operator C
High School Diploma or GED required or satisfactory approved equivalent. Two (2) years of experience in treatment plant operations is required. One (1) year of college (32 semester hours) or an additional 40 hours of approved training credit may substitute for one (1) year experience. A minimum of sixty (60) hours of TCEQ - approved training required.
W/WW Operator B
High School Diploma or GED required or satisfactory approved equivalent. Five (5) years of experience in treatment plant operations is required. Thirty-two (32) semester hours of college credit or an additional 40 hours of approved training credit may substitute for one year of experience. Up to 2.5 years of experience may be substituted by a Bachelors Degree approved by management. A minimum of 124 hours of TCEQ-approved training required for water; 100 hours of TCEQ-approved training for wastewater.
W/WW Operator AHigh School Diploma, GED required or satisfactory approved equivalent. Eight years of experience in treatment plant operations is required. One year of college (32) semester hours or an additional 40 hours of approved training credit may substitute for each year of experience. Up to 3 years of experience may be substituted by a Bachelor's Degree approved by management. Up to 4 years of experience may be substituted by a Master's degree approved by management. A minimum of 164 hours of TCEQ-approved training required for water; 160 hours of TCEQ-approved training for wastewater.

W/WW Operator Apprentice
Requires a valid Texas Driver License or receipt of a valid Texas Driver License within 90 days of relocation to Texas and a safe driving record, as measured by company policy. Must obtain a "D" license in either water or wastewater treatment issued by the Texas Commission on Environmental Quality (TCEQ) within one year from date of employment.
W/WW Operator D
Requires a valid Texas Driver License or receipt of a valid Texas Driver License within 90 days of relocation to Texas and a safe driving record, as measured by company policy. Must possess a "D" license in either water or wastewater treatment issued by the Texas Commission on Environmental Quality (TCEQ).
W/WW Operator C
Requires a valid Texas Driver License or receipt of a valid Texas Driver License within 90 days of relocation to Texas and a safe driving record, as measured by company policy. Must possess a "C" license in either water or wastewater treatment issued by the Texas Commission on Environmental Quality (TCEQ).
Operators assigned to the South Wastewater Treatment Plant or Robindale Wastewater Treatment Plant must obtain a class "B" wastewater treatment operator license within six (6) years of appointment
W/WW Operator B
Requires a valid Texas Driver License or receipt of a valid Texas Driver License within 90 days of relocation to Texas and a safe driving record, as measured by company policy. Must possess a "B" license in either water or wastewater treatment issued by the Texas Commission on Environmental Quality (TCEQ).
W/WW Operator A
Requires a valid Texas Driver License or receipt of a valid Texas Driver License within 90 days of relocation to Texas and a safe driving record, as measured by company policy. Must possess an "A" license in either water or wastewater treatment issued by the Texas Commission on Environmental Quality (TCEQ).
Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Tasks involve bending, lifting, walking, carrying, or using a force equal to lifting 50 to 100 pounds. Ability to work under extreme weather conditions including hot and cold ambient temperatures. Must be able to withstand prolonged periods of walking while checking treatment equipment and taking required readings. Ability to open and close valves of various sizes manually by turning difficult-to-operate valve wheels. May handle hazardous chemicals as required. Must pass the annual fit test requirements for use of a self-contained breathing apparatus and/or a respirator.
