POSITION DESCRIPTION:

Think Tank is seeking a skilled Supply Chain Analyst to support the National Marine Fisheries Service (NMFS) at NOAA. This role focuses on analyzing U.S. seafood import and export supply chains to detect risks of illegal, unreported, and unregulated (IUU) fishing, misrepresentation, and forced labor.

As a Supply Chain Analyst, you will map global seafood supply chains, assess regulatory frameworks, and identify market dynamics affecting U.S. seafood imports and re-exports. Your analysis will directly contribute to strengthening national efforts to ensure that seafood entering the U.S. is legally harvested and responsibly sourced.

RESPONSIBILITIES:

  • Analyze SIMP harvest and landing data to map global seafood supply chains and identify risks of IUU fishing, misrepresentation, and forced labor.

  • Research fisheries regulations and harvesting practices; build a repository of source nation laws and species.

  • Assess supply chain vulnerabilities, prioritize high-risk fisheries, and analyze U.S. seafood re-imports for processing and market dynamics.

  • Collaborate with NMFS/IATC staff and software technicians for data access and project alignment.

  • Develop structured templates and visual reports for both internal and public use.

  • Identify trade flow patterns, impacts of regulations, and competition between re-imports and foreign seafood products.

REQUIREMENTS:

  • Background in natural resource management, preferably fisheries, with knowledge of IUU fishing and seafood supply chains.
  • Experience in law, natural resource law, or policy.
  • Strong analytical skills with experience using databases and tools such as BigQuery, Excel, and/or R.
  • Experience creating data-driven visuals using Looker, R Studio, Photoshop, Canva, or similar tools.
  • Strong organizational and project management skills to meet deliverable timelines.
  • Ability to synthesize large datasets into actionable insights and communicate them effectively.
  • Proficiency in one or more non-English languages, preferred.
