GENERAL DESCRIPTION OF POSITION

The Systems Administrator supports the computing environment by ensuring the continuous and optimal performance of IT services and support systems. This role focuses on daily network operations, including the organization, installation, and maintenance of computer systems such as local area networks (LANs), wide area networks (WANs), network segments, and other data communication systems. The Systems Administrator is responsible for monitoring key metrics, such as uptime, performance, resource utilization, and security, to ensure systems meet user needs within available resources. This position plays a crucial role in maintaining the organization's technological infrastructure and operational efficiency.

ESSENTIAL JOB FUNCTIONS

The tasks listed below represent essential job functions and exclude the marginal functions of the position that are incidental to the performance of essential job duties. The Clerk may assign additional responsibilities related to the area of work as necessary or during a declared emergency.

• Assist with the maintenance of servers.
• Install operating systems, upgrades, patches, utilities, and applications on the servers as well as desktops, laptops, and other devices used throughout the organization.
• Perform anti-malware updates on servers as well as desktops, laptops, and other devices used throughout the organization.
• Troubleshoot network and server operating system issues.
• Coordinate equipment repairs to ensure maximum uptime.
• Monitor server performance daily to maintain optimal system functioning.
• Maintain the documented schedule for jobs to be routinely executed by the servers.
• Answer inquiries and educate users regarding their technological needs.
• Handle end user support questions escalated by help desk support personnel.
• Research and recommend solutions or best practices for technical challenges.
• Install and maintain physical and virtual servers.
• Assist in maintaining storage systems.
• Configure, monitor, and maintain email servers and software applications.
• Deliver technology training programs for staff as required.
• Establish and maintain backup and recovery procedures for servers.
• Maintain and document the schedule for server-executed jobs.
• Research and recommend new hardware, operating systems, utilities, and applications.
• Assist in preparing budget proposals for hardware and software needs for leadership approval.
• Update disaster recovery plans as new equipment, facilities, services, or systems are installed.
• Maintain a library of recovery support and business resumption procedures in the Emergency Management Plan.
• Monitor network activity for performance.
• Respond promptly to security alerts to ensure protocols are followed.
• Communicate with multiple vendors to get quotes for hardware and software.

QUALIFICATIONS

This position is generally posted as entry level, and the deputy clerk follows a defined project-based progression to the next level.

Verifiable, related work experience may be substituted in lieu of postsecondary educational requirements if a candidate is otherwise qualified for the position. Prior experience working in a Clerk's office and with the current programs is preferred and may be given consideration in lieu of on the job experience. Related work experience may not substitute for any required licensure, certification, or registration required for the position. Substitution of postsecondary educational requirements is authorized as follows:

• Associate's degree AND three (3) years system administration experience AND the ability to pass skills assessments, OR;
• Associate's degree AND relevant certification AND one (1) year system administration experience AND the ability to pass skills assessments, OR;
• Associate's degree AND three (3) years system administration experience including one year at a Clerk's office, governmental entity, legal or similar environment AND the ability to pass skills assessments, OR;
• Associate's degree AND relevant certification AND two (2) years system administration experience including one year at a Clerk's office, governmental entity, legal or similar environment AND the ability to pass skills assessments

ESSENTIAL SKILLS AND ABILITIES

• Ability to effectively communicate using English, both orally and in writing. Knowledge of Business English, spelling, grammar and punctuation. Technical report writing skills preferred.

• Support, maintain, test and update software as required for the position level.
• Create written step-by-step instructions for upgrading and maintaining computers and servers.

• Comprehend and comply with state and federal restrictions on confidential and sensitive data, retention requirements, and the public records law. Adhere to Clerk & Comptroller's restrictions on giving legal advice.

PHYSICAL REQUIREMENTS

• Stationary Position: Spending extended periods seated at a computer workstation to monitor and troubleshoot networks and systems. Performing detailed tasks that require focus and precision.
• Mobility: Moving between workstations, server rooms, or other areas to inspect, install, or maintain equipment. Frequent walking or standing may be required, especially when managing physical infrastructure.
• Climbing or Stooping: Accessing equipment placed on racks, under desks, or in hard-to-reach locations. Crawling or stooping might occasionally be necessary for wiring tasks.
• Manual Dexterity: Use hands and fingers to operate a computer, office equipment, and other necessary tools. Using hand tools for installations or repairs of network systems and data communication equipment. Precision in working with small parts, such as connectors or cables.
• Visual and Auditory Skills: Adequate vision and hearing to read documents, view computer screens, and communicate effectively in person and via various communication platforms. Close visual attention to monitor screens, system metrics, and configurations. Identifying small details such as writing or reading technical documentation.
• Communication: Speak clearly and effectively, both in person and over the phone, to communicate with team members, stakeholders, and partners.
• Lifting and Carrying: Handle and transport IT hardware such as servers, routers, or cables. This may involve lifting items weighing 20-50 pounds.
• Environmental Considerations: Work in server rooms or equipment closets, which may have temperature variations due to cooling systems. Occasional exposure to dust or noise, depending on the workspace setup.
• Cognitive and Emotional Skills: Maintain focus, attention to detail, and emotional composure, especially during high-pressure scenarios.
• Travel: Ability to travel for business needs, such as attending conferences, meetings, or on-site visits.
