In this position you will serve as a Strategic Communication Technician within the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Field Operations.The principal purpose of this position is to support the Office of Field Operations' (OFO) strategic communication efforts by providing comprehensive visual information services and developing communication strategies, materials, and programs that promote organizational change and achieve agency goals.
This position starts at a salary of $41,508.00 (GS-05, Step 1) to $53,961.00 (GS-05, Step 10) with promotion potential to $66,843.00 (GS-7 Step 10).
Major duties include:

• Providing Visual Information services and content in support of OFO's strategic communication efforts.
• Performing entry-level tasks to assist in the development and implementation of basic visual information products that convey intended messages and responses to various internal and external audiences.
• Supporting the creation of basic visual communication products such as photography, video production, graphics, and other visual assets and follows guidance from the supervisor and staff to implement processes related to their creation.
• Assisting in coordinating with the Customs and Border Protection (CBP) Printing, Graphics, and Distribution Branch on printing and graphics policy, acquiring necessary services, and obtaining approvals from relevant boards for external publications or branded merchandise.

Qualifications
Experience: You qualify for the GS-05 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

• Producing various visual communication products, such as photography, video, and graphics.
• Assisting with the planning, research, writing, and editing of internal and external publications.
• Assisting with basic web content administration, including posting new information as directed.
• Assisting in shaping content for dissemination via multiple channels, including SharePoint, Internet posting, social media posting, and print materials

Education Substitution: Successfully completed education 4 years above high school level in any field is creditable GS-5. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
Combining Experience and Education: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for this grade level, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:

• Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
• Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/31/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years.
