Description
The City of Bellflower is seeking motivated individuals for Recreation Leader (Part-Time) positions to join the City's dynamic Parks and Recreation team. There are currently multiple vacancies for part-time Recreation Leader positions. These positions will support the Oak Center, Bellflower's future multi-generational community center serving teens and senior citizens. The facility is currently under construction and is anticipated to open in late 2026. Leading up to the opening of the facility, the incoming Recreation Leader positions will assist Program Coordinators with leading teen and senior programming that will be scheduled at the facility and offering some programming at other locations until the Oak Center opens.
This recruitment will close on Monday, September 14, 2026, or when 100 qualified applications are received, whichever occurs first. Interested individuals are encouraged to apply immediately. Applicants appearing best qualified based upon a review of the application and responses to supplemental questions will be invited to participate in the testing process.Interviews are tentatively scheduled for Friday, September 18, Monday, September 21, and Wednesday, September 23, 2026.
DEFINITION
Under general supervision, to assist in planning and conducting recreation programs and activities; and to maintain recreational facilities.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from a Recreation Supervisor, Recreation Coordinator, Program Coordinator, and/or Recreation Specialist. At times may lead and provide limited supervision of work groups for some assignments.
CLASS CHARACTERISTICS
This is the entry level in the class series. Positions at this level usually perform most of the duties required of the position at the II level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have only limited or no directly related work experience.
Examples Of Duties
  • Assist in the planning, promoting, conducting, supervising, and evaluating recreational programs and activities.
  • Interact and stimulate interest while conducting and supervising program activities including but not limited to sports, games and contests, special events, art and crafts, social activities, park patrol, and transportation services.
  • Assist with coordinating and supervision of community special events.
  • Inspect assigned recreation facilities and/or equipment; report necessary repairs.
  • Provide technical and administrative support to Parks and Recreation management staff.
  • Review and evaluate work products, methods, programs, and procedures.
  • Complete records and reports as required.
  • Provide and coordinate staff and/or volunteer training.
  • Answer questions and provide information to the public.
  • Perform Park Patrol duties including approaching park patrons to offer assistance or provide reminders of municipal codes.
  • Address illegal park activity by contacting law enforcement.
  • Ensure the parks are free from litter and debris.
  • Promote and ensure safety procedures around participants, staff, and spectators.
  • Order supplies and equipment.
  • Perform other duties as assigned.

  • Principles and practices of recreation programming.
  • English usage, spelling, vocabulary, grammar, and punctuation.
  • Principles and practices of supervision and training.
  • Basic first aid methods and techniques.
  • Principles and procedures of record keeping.
  • Safety precautions and procedures.
  • Safe Driving principles and practices, if required for specific assignment.
  • Rules and equipment pertaining to various games.

Ability to:
  • Learn pertinent procedures and functions quickly and apply them without immediate supervision.
  • Operate a motor vehicle safely if required for specific assignment.
  • Operate modern office equipment including computer equipment and software programs.
  • Maintain accurate records.
  • Plan and organize work to meet schedules and timelines.
  • Understand and follow oral and written instructions.
  • Communicate clearly and concisely, both orally and in writing.
  • Exercise good judgement, courtesy, and tact with the public and staff.
  • Demonstrate leadership, maturity and good decision making abilities in work situations.

  • Bilingual skills required or highly desirable for specific assignments.
Education and Experience:
Experience in recreation leadership or recreation programs is desirable. A typical way to obtain this is direct experience in leadership, volunteerism or participation in recreational activities. Must be at least 16 years of age and enrolled in High School. Enrollment in college with a major in Recreation or a related field is highly desirable.
Licenses and Certifications:
  • Possession of a valid California Driver's License is required for some assignments.
  • Possession of, or ability to obtain, First Aid and CPR certificates within the first three (3) months of employment is required.

Supplemental Information
PHYSICAL DEMANDS
Must possess mobility to work in a standard office and/or recreational facility setting and use standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, climb, and walk on uneven surfaces to participate in recreational activities; and push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 50 pounds and the ability to travel to different sites and locations and be available for irregular work schedule.
Environmental Elements
Employees may work in the field and are occasionally exposed to loud noise levels, cold and/or hot temperatures, vibration, confining workspace, chemicals, mechanical and/or electrical hazards. Incumbents may be exposed to blood and body fluids rendering First Aid and CPR. Employees are required to wear appropriate attire for the recreation activity to which they are assigned. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
Part-time positions with the City of Bellflower are not eligible for any City provided benefits other than those required by law.
