Full Stack Developer โ€“ Navy Medicine Online (NMO)
Program: Navy Medicine Online (NMO), a Defense Health Agency platform supporting Navy medical and dental readiness reporting, immunization tracking, waiver case management, and readiness-data brokering.
Location: Falls Church, VA preferred / National Capital Region, remote.
Clearance / Suitability: Must be able to obtain and maintain required DoD suitability, CAC access, and any contractually required security clearance.

Position Summary
We are seeking a Full Stack Developer to support Navy Medicine Online (NMO), a mission-critical federal health IT application that supports Navy operational readiness and medical waiver workflows. This role will design, develop, test, secure, and sustain Oracle-backed web applications and services across a mixed technology stack that includes Oracle Database, .NET, and Java/JSP front-end components. The ideal candidate can work comfortably in a legacy-to-modernization environment, balancing new feature development with sustainment, cybersecurity remediation, data integration, and production support.
Key Responsibilities
โ€ข Design, develop, enhance, and maintain full stack application components supporting readiness reporting, case management, and operational workflows.
โ€ข Build and sustain Oracle database objects, PL/SQL packages, stored procedures, views, and performance-tuned queries.
โ€ข Develop and maintain .NET-based business logic, APIs, services, and supporting integration components.
โ€ข Support and enhance Java/JSP user interface components and related web application functionality.
โ€ข Troubleshoot and resolve defects across the application, database, middleware, and UI layers.
โ€ข Support system-to-system interfaces and data exchanges with upstream and downstream DoD/Navy systems.
โ€ข Implement secure coding practices and remediate code vulnerabilities identified through Fortify and related scanning tools.
โ€ข Apply DISA STIG 5.1 requirements and support hardening, compliance validation, and audit-readiness activities.
โ€ข Participate in code reviews, unit testing, integration testing, regression testing, and release deployments.
โ€ข Work with functional stakeholders, analysts, testers, cybersecurity personnel, and government leads to refine requirements and deliver mission-aligned solutions.
โ€ข Support production operations, root-cause analysis, and documentation for defects, enhancements, and releases.
โ€ข Maintain technical documentation including design artifacts, interface documentation, SOPs, and deployment/runbook materials.
Required Qualifications
โ€ข Experience in full stack software development for enterprise web applications.
โ€ข Strong Oracle Database experience, including SQL, PL/SQL, schema design, query optimization, and database troubleshooting.
โ€ข Experience developing applications in .NET / C#.
โ€ข Experience supporting Java web applications with JSP-based front ends.
โ€ข Experience integrating application, database, and web tiers in a secure enterprise environment.
โ€ข Hands-on experience with secure coding and vulnerability remediation using Fortify.
โ€ข Working knowledge of DISA STIG compliance, application hardening, and cybersecurity best practices in federal or DoD environments.
โ€ข Experience with source control, build/release processes, and structured testing practices.
โ€ข Ability to analyze complex defects spanning UI, middleware, database, and interface layers.
โ€ข Strong written and verbal communication skills.
Preferred Qualifications
โ€ข Experience supporting DoD, DHA, Navy, or military health systems.
โ€ข Experience with readiness, medical, dental, personnel, or case-management systems.
โ€ข Familiarity with RMF, ATO sustainment, POA&M tracking, and audit/compliance support.
โ€ข Experience with interface troubleshooting involving systems such as MRRS, MHS GENESIS, DENCAS, NSIPS, or similar federal health/logistics platforms.
โ€ข Experience supporting CAC-enabled applications and role-based access in controlled federal environments.
โ€ข Prior experience in Agile or hybrid Agile/Waterfall delivery models.
โ€ข Active clearance, or recent favorable investigation, if required by the contract.
Education
