Work requires the use of independent judgment and initiative in the review of specifications, receipt and verification of bids or proposals, and using own discretion to determine and execute the appropriate procurement vehicle or policy for each purchase request from the business. Job Responsibilities Procurement consultation: 60% Preparation and execution of solicitations, quotes, statements of work, orders, and renewals for the purchase of goods and services. Educate/facilitate primarily transactional business area(s) as assigned with the navigation of the procurement process. Establish defensible and timely contractual agreements Apply mutually agreed upon strategies between internal customers and suppliers by advising assigned internal customers on a regular basis Perform the proper procurement steps through to contract signature, including but not limited to sourcing, negotiating, and consulting, for primarily transactional business area(s) as assigned. Partner with and maintain consistent contact with internal customers while demonstrating Virginia Housing's competencies proficiently. Deliver timely contracts that meet the customers' needs. Act as liaison between the business and potential suppliers as appropriate Adhere to the processes and rules defined in Virginia Housing's Procurement Policy Manual. Collaborate with the Enterprise Governance Team and adhere to governance review processes where applicable Electronic documentation maintenance: 20% Maintain complete and up-to-date electronic documentation of all procurement activities on a daily basis. Upload fully executed electronic copies of all contracts into the Procurement SharePoint site. Upload all background documentation into the supplier's folder into the Procurement Team Q: Drive. Executive Order 20 (SWaM Spend): 20% Help Virginia Housing achieve a 42% or greater SWaM spend by recommending and documenting specific SWaM supplier solutions to assigned categories as assigned by Senior Procurement Manager. Accountability Communications Customer Service Job Knowledge Self-Management Analytical Skills Judgment Project Management Education and Experience Education: B.S. degree in supply chain management, logistics, or business administration preferred and/or relevant job experience in contract management and/or supplier management; or equivalent experience.
