Job description

At NAVFAC Pacific and OICC Pearl Harbor Naval Shipyard, we bring together diverse and talented professionals to deliver critical infrastructure projects that secure our nation's future. We are currently looking for motivated and detail-oriented individuals to join our team as entry-level Contract Specialists.


Our Contract Specialists are integral to our mission, providing essential procurement and acquisition support for a wide range of projects. You will receive comprehensive training and hands-on professional development while directly supporting and safeguarding our nation's defense infrastructure. This is a unique opportunity to build a rewarding career in federal service, with structured pathways for growth through our premier development programs, the Naval Acquisition Development Program (NADP) and the NAVFAC New Professionals Program (N2P2).


As an entry-level Contract Specialist, you will:

  • Learn and apply federal acquisition regulations to procure essential goods and services.
  • Develop and prepare solicitation documents, including requests for proposals and invitations for bids.
  • Evaluate contract proposals, negotiate terms, and award contracts to responsible contractors.
  • Administer contracts from award to closeout, ensuring compliance with all terms, conditions, and regulations.
  • Collaborate with technical and project management teams to define requirements and ensure successful project delivery.


Key Position Requirements:

  • Bachelor’s Degree from an accredited institution (minimum 2.95 GPA).
  • Must be able to obtain and maintain a SECRET Clearance.
  • A US Citizen aged 18 or older at time of hire.
  • Males registered or exempt from Selective Service (www.sss.gov).
  • Determined suitable for federal employment (process includes a background check and fingerprinting).
  • Resume must explicitly address: Customer Service, Written Communication, and Accountability.
