Job Summary

Manages and performs specialized work functions associated with organizing and overseeing Code Enforcement operations and hearing activities or organizing and overseeing all code enforcement/investigation activities and personnel in the field.
Essential Functions
• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
As assigned to Code Operations:
• Provides administrative and logistical support to Code investigative staff relating to the Code Enforcement Board (CEB) and Office of Special Magistrate (OSM) rules, regulations and hearing proceedings; assigns cases/citations to the hearing venue for both the CEB and OSM as required.
• Provides direction to Citations staff in regards to citations payments, collections, and hearings; reviews payments made directly to the Clerk of Courts for accuracy and proper ledger reconciliation; processes payments for citations, lien searches and payoff as well as payment of fines and operational costs; reviews citations for collections, assists staff with reports and contacts with collections vendor.
• Provides information to staff on cases affected by bankruptcy; reviews bankruptcy issues with Division Director and prepares claims for filing with bankruptcy court as needed; ensures all noise reading equipment is calibrated according to specification.
• Supervises reviews and develops assigned operating budgets for the Code Enforcement Division; manages financial resources; receives and processes payments, monitors purchase orders, etc; runs budget reports, requests intergovernmental transfers, and acts as point of contact for vendors, contracts, and Procurement Division.
• Administers the Division payroll; reviews and approves timesheets and leave time for operations staff; observes/mentors new operations employees; communicates proper procedures and protocols for operations staff of the division.
• Maintains custody of official records and files, including retention, maintenance, and archiving of all documents pertaining to the Code Enforcement Division; responds to Public Records Requests. Coordinates responses with other divisions as needed.
• Maintains working knowledge of applicable County and State laws, statutes, codes, regulations, policies, guidelines, standards or procedures as they apply to the Division; explains or justifies conclusions, findings or recommendations; and as appropriate, suggests and advocates changes to the Division standard operating procedure to the Code Enforcement Division Director, identifying priority concerns and needs.
• Responds to waiver of fines requests, discuss Code Enforcement Resolution and hearing results.
• Acts as liaison between Division and the OSM/CEB; supervises OSM/ CEB support staff and ensures they are properly trained; reviews motions and orders of OSM/CEB for accuracy; assists in administration of Board appointments
• Ensures requests for abatements are processed in a timely and accurate manner, including cost reconciliation
• Supervises the lien search/pay off and Citations staff, to ensure proper payment and processing; responds to Clerk's Finance Department on payments inquiries; processes payments for fines, lien searches and citations
• Reviews and processes requests for property maintenance inspections; prepares invoices, processes payment.
• Maintains comprehensive, current knowledge and awareness of divisional and County operations, procedures, policies, and codes.
• Assists in responding to concerns reported to the County Agency Information Management System (AIMS) as they relate to inquiries regarding Code Enforcement business process/investigations issues, records management, etc.
• Provides assistance to the public, title companies and closing agents by performing lien searches, and providing lien payment information. Provides information to the public on fines owed, abatement requests, payment of liens, and partial release of liens.
• Prepares lien releases and nuisance abatement documents and reviews same prior to forwarding to the County Attorney for legal sufficiency review.
• Prepares and forwards claims for lien releases, foreclosures and collections to the County Attorney's Office; assists in processing executive summaries for lien releases; participates in reviews of divisional publications; coordinates with other County Divisions regarding Code Enforcement activities, including Fleet Management, Risk Management, Information Technology, Human Resources, and Clerk's Office.
As assigned to Investigations/Contractor Licensing:
• Oversees and monitors division supervisors who oversee investigators performing code enforcement activities; reviews and approves timesheets and leave time; schedules, delegates, and directs special assignments; observes/mentors new employees; instructs and directs new supervisors regarding the proper procedures and protocols of the division; ensures compliance with guidelines, policies, procedures and divisional regulations.
• Addresses concerns from the public, Commissioners, and others within and outside of the County Manager's Agency related to code enforcement matters. Responds to questions, complaints and requests for information/assistance from business/property owners, contractors, civic groups, court personnel, various agencies, coworkers, managers, the general public and/or other Divisions; interprets intent and purpose of ordinances, code requirements and local building regulations and requirements for contractors, homeowners, agents, engineers, architects, and attorneys; develops additional public education programs to improve the public's understanding of the code and of the process.
• Develops internal and external procedural requirements for administering code enforcement investigations; develops, implements, interprets and modifies standard operating procedures and policies in order to standardize, where possible, investigative protocols.
• Reviews and approves recommendations regarding cases that are being submitted to hearings for the Special and Code Enforcement Board to ensure compliance with procedural requirements. approves agendas for the CEB, SM and PVAC before authorizing prosecution; develops guidelines for recommended fines to be assessed for SM & CEB to ensure consistency; assists Division Director in negotiating settlements of code violation cases.
• Reviews cases to determine which enforcement venue (the Code Enforcement Board or the Special Magistrate) is most appropriate to achieve the optimum corrective action.
• Ensures that all reports that are required of the supervisory staff are being prepared in a timely manner; review the reports with the Division Director, making recommendations for changes when warranted.
• Consults with the other divisions to ensure that properties are being used properly.
• Assists in preparing new ordinances and amendments to ordinances and the Land Development Code in response to conditions identified in the field and in order to maintain currency with Florida statutes.
• Attends meetings, seminars, workshops, and other training sessions as appropriate; maintains comprehensive current knowledge and awareness of applicable inspection techniques and methodology, policies, codes, laws, regulations, and ordinances; attends meetings in the Division Director's absence.
• Researches and enforces compliance with local, state, and federal building, zoning, signs, flood, property maintenance, and various general nuisance ordinances, codes, and regulations.
• Patrols supervisors' assigned areas and/or assists supervisors/investigators with on-site visits to detect violations and observe investigation techniques; provides technical assistance as needed; troubleshoots problems cases and violations; assists supervisors/investigators in preparing cases for court and Code Board hearings; reviews case files and prepares case summaries for hearings; prepares for, attends, and testifies in Code Enforcement Board hearings, courtroom hearings and judicial proceedings.

Minimum Qualifications
• Bachelor's degree required.
• Five (5) years of related experience.
• Candidates without a degree should possess four (4) additional years of related experience.
• Fingerprinting required.
LICENSES/CERTIFICATES
• Must maintain state certification as a Code Enforcement Investigator (FACE I and FACE II).
• May be required to attain and maintain other certifications as related to position or for specialized areas of assignment.
• Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
