Description SOFTWARE DEVELOPER I/II/III Metro, Information Technology - 023 This regular, full-time recruitment closes at 5:00 PM on July 22, 2026. Level I: $39.03 - $47.65 hourly Level II: $43.13 - $52.65 hourly Level III: $47.65 - $58.18 hourly DEFINITION: Under general supervision (Software Developer I) or direction (Software Developer II), develops, designs, and configures software solutions for Windows and web based applications consistent with the Court's business objectives and technical strategy; writes and maintains code; creates models for new database development; applies design skills and best practices to optimize the system design and development process; and performs related work as required. DISTINGUISHING CHARACTERISTICS: Software Developer I is the entry-level classification in the Software Developer class series. Initially under close supervision, incumbents learn and perform routine design and development of software applications and features based on the business needs and technology strategy of Court departments and the Information Technology Department. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently.

Positions at this level usually perform most of the duties required of the positions at the II-level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

Software Developer II is the fully qualified journey-level classification in the Software Developer series. Positions at this level are distinguished from the I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Positions in the Software Developer I/II class series are flexibly staffed and positions at the II level are typically filled by advancement from the I level after gaining the knowledge, skill, and experience which meet the qualifications for, and after demonstrating the ability to perform the work of, the higher level classification. Software Developer III is the advanced-level classification in the Software Developer class series responsible for performing the most complex work assigned to the series and providing technical and functional direction to lower level software development classes. Writes and maintains applications code, using a diverse range of languages and tools; performs code reviews of peers and team members to mitigate errors or bugs; makes changes, resolves any coding conflicts and finalizes coding. Designs and modifies database structures and workflow for new software applications and features; creates and updates various database objects; defines access levels for database segments and defines users' accessibility to ensure database integrity and security. Creates and executes SQL scripts.

Designs, develops, codes, tests, debugs and modifies programs using various programming languages, data access methods, file utilities, report generators, queries, and other design and development tools (e.g. Microsoft SQL, PostgreSQL, ASP.NET, Java, PHP, JavaScript, etc.). Recommends, designs and executes the testing process of new applications and features; confirms that applications function as designed and meet the requirements of Court departments or makes necessary changes

Web-enables applications and participates in design, consolidation, and application-delivery improvements. Assists with helpdesk duties; assists court staff and justice partners with technical support on all software applications and hardware resources. Assists with the design, creation, and ongoing maintenance of various forms/templates/stamps (e.g

Microsoft Forms, Microsoft Word, Adobe PDF, etc.). Coordinates the setup and installation of applications on to servers with other department team members such as the network and desktop support teams. Performs ongoing support to new or modified applications; fixes bugs; implements change requests

Serves as a project manager on assigned projects; conducts research to determine and design effective solutions for assigned projects; estimates time needed for assigned projects; develops schedules, documentation and specifications for assigned projects; ensures assigned projects are completed within timeline. Stays current with new technology; researches and recommends new emerging technologies to fulfill Court or user needs. Attends and contributes to a variety of department, team and project related meetings.

Performs other duties as assigned. Software Developer III: Provides direction and training to staff performing software application development; sets priorities and monitors the workflow of projects and assignments to ensure coordination and completion of assigned work; instructs staff in work procedures. A typical way to obtain the required qualifications would be equivalent to Bachelor's degree in computer science or a related field and one (1) year of recent experience providing support to software design and development projects. Software Developer II: Equivalent to Bachelor's degree in computer science or a related field and two (2) years of software development and programming experience comparable to that gained as a Software Developer I. Software Developer III: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.

A typical way to obtain the required qualifications would be equivalent to Bachelor's degree in computer science or a related field and four (4) years of software development and programming experience comparable to that gained as a Software Developer II. Miscellaneous Requirement for All Levels: A valid Class "C" California Driver's License is required at the time of appointment.
