This position is to provide the Knowledge and Data Management Branch (KDM) of DEVCOM Chemical Biological Center located at Rock Island Arsenal, IL. KDM develops and maintains information systems for several government customers. The majority of the KDM mission supports the Joint Executive Program Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND). This mission directly supports the acquisition programs for CBRN Equipment (CBRNE) for the Warfighter. KDM requires contractor support using non-personal services contracts to execute their mission of developing accredited information systems.

Western Door Federal is seeking a Business Analyst at the Rock Island Arsenal, in Rock Island, IL. The objective of this work is to provide on-site support and be responsible for the day-to-day performance of the work/contract. Work under general technical direction, install, configure, and maintain operating systems, servers, and resources either in the government owned cloud, or servers.

Responsibilities include, but are not limited to:

  • Use change management and testing tools such as Microsoft Team Foundation Server, Azure DevOps, GitHub, Jira, etc.
  • Maintain awareness of information system up status. If down, determine why rapidly with all due haste and inform the government and customers immediately.
  • Managing work items and tasks to meet deadlines established with the government for software releases and other planned scheduled events and deliverables.
  • Ability to apply knowledge of an information system and its functions to perform data maintenance and content reviews, determine if business rules are maintaining the correct data, evaluate information audits, determine cause of any inconsistencies or issues, and communicate / document findings to fix / resolve issues found.
  • Work in a software development life cycle, apply security and vulnerability best practices, and require little or no instruction and guidance in performing routine tasks and updating change management systems to document system changes.
  • Collaborate with other members of the DEVCOM CBC KDM, understand and implement change requests, have superb interpersonal and communication skills.
  • Have effective technical, communication, skills and experience to recommend design solutions and improvements that enhance the system cost, schedule, and performance.
  • Participate in team meetings with the government to improve understanding of the mission, tools, concepts, frameworks, and increase effectiveness in maintaining government computer systems.

Deliver and prepare hardware, software, and system audits. Change requests are defined as any software system change. Source of change may include:

  • Bug reports
  • New customer requirements
  • Regulatory mandated changes
  • Opportunities to improve software function and use
  • Project artifacts such as UML diagrams, and models, data flow diagrams, mockups, storyboards shall be documented in the government change management system as change requests.
  • Change request work items are tracked in the government change management system, kept up to date with the latest requirements, work efforts, and project status reporting.
  • Maintain deliverables, which include any planned / scheduled milestone dates such as test and release dates and kept updated to show the actual date of milestone completion.
  • Prepare and deliver Software Test Plans for DEVCOM CBC KDM. The government requires test plans for associated software change requests that test whether the software code functions as the customer expects it and does not contain any STIG vulnerabilities.
  • The test plans shall assess each change documented in the change request. They should be able to cross-walk to an item in the change request, so the customer is assured what they require is correctly being evaluated for the required functionality.
  • Testers and software developers should be able to understand and follow the test plan.
  • Prepare and deliver Software Documentation for DEVCOM CBC KDM. The government needs software documentation artifacts such as user guides, quick help guides, training slides, etc.
  • The Software Documentation, will help the users of the software on how to use the software, troubleshoot and fix known issues, and train the users in any training sessions.
  • The software documentation should be accurate with the latest version of the software and be timely for when any update is released, when the software functions differently than before.

Basic Qualifications:

  • Active Secret Clearance.
  • Apply skills at a complexity level and velocity equivalent to three (3) years of paid experience in business system analysis of complex applications.
  • Work under general technical direction, analyze customer requirements, develop technical information system requirements, test plans, conduct user acceptance testing.
  • Must be proficient, and able to work independently on developing information system design artifacts, such as process maps, UI wireframes, etc.
  • Must have proven time and work management experience managing multiple customers, and changes for multiple information systems with little to no instruction and technical guidance in performing work.
  • Experience in using database tools such as SQL Server Management Studio, or other DB client software to examine data in tables and understand database schemas and design.
  • Experience with Business office software such as Microsoft Office
  • Experience with diagraming tools and standards such as Balsamiq Mockups, Visio, UML, etc.
  • Experience with Systems Development Life Cycle security and DoD Information Assurance controls in the Security and Technical Implementation Guidelines (STIG) applicable to Application Software.
  • Maintain currency with latest software, tools, and standards as they evolve and upgrade.
  • Experience in root cause analysis, and how systems should work to provide support to web-based software users.
  • Excellent attention to detail.
  • Excellent written and oral communication skills.

Desired Qualifications:

  • Bachelor's Degree, or higher, in Computer Science, Information Systems, Information Technology, or a similar program.

Salary at Seneca is based on a variety of factors including but not limited to location, experience, skill set, performance, licensure and certification, as well as contract-specific affordability and organizational requirements. The range of this position in other geographic locations may differ. The projected compensation range for this position is below. The estimate displayed represents the typical salary range for this position and is just one component of our total compensation package for employees.

$75,000 - $110,000 USD
