Description:

MassDEP seeks applicants for the position of Accountant V within the Bureau of Water Resources, Division of Water Investment (DWI). The division is charged with implementing the Clean Water and Drinking Water State Revolving Fund (SRF) program whichย plays a vital role in addressing longstanding environmental and public health challenges in Massachusetts.ย 

Since 1989, the SRF has been supporting communities in delivering capital projects that protect ground and surface water resources, ensure safe drinking water, and foster resilient communities. To date, the program has supported more than $10 billion in infrastructure investments across the Commonwealth, serving 97% of the state's population. The program is nationally renowned and has become an important tool for communities tasked with addressing today's pressing water quality challenges.

The Accountant V provides critical accounting support to the SRF team, which is responsible for overseeing project programming and administration. Specifically, this position will perform professional accounting and auditing services for wastewater and drinking water State Revolving Fund projects and loans. The Accountant is allowed reasonable latitude for independent judgment regarding these activities.ย

The position is based in MassDEP's Boston Office and is eligible for a Hybrid Work Schedule.ย ย 

Duties include, but are not limited to, the following:

  • Review and analyze State Revolving Fund (SRF) reimbursement requests from borrowers to verify supporting documentation and ensure compliance with state and federal SRF guidelines for eligibility, accuracy, and completeness. Prepare requests for certification to allow disbursement of funds by the Mass Clean Water Trust (MCWT).

  • Process and maintain tracking reports to monitor loan account activity, ensure the SRF database system is updated to meet federal and state reporting requirements, maintain loan account activity spreadsheets, and keep loan folders updated to reflect payments made or changes that have occurred.

  • Conduct community outreach to officials. Provide clear instructions and guidance on variety of SRF processes including the methods for drawing money and recording expenditures through the loan reimbursement program and instructions for using and completing necessary reimbursement documents. Work closely with communities to effectively and efficiently answer their questions and resolve emerging challenges.

  • Provide exemplary customer service to the borrowers, project engineers, management, and Massachusetts Clean Water Trust by responding to questions or resolving problems quickly.

  • Support various SRF program activities and bureau activities as assigned.

  • Use Commonwealth systems such as MMARS, Mosaic, CommBuys, and Commonwealth Information Warehouse (CIW) when required.

Preferred Qualifications:

  • Knowledge of standard principles and practices of accounting and auditing.

  • Ability to work independently.

  • Reasoned and sound decision-making and problem-solving skills.

  • Excellent communication skills, both verbal and in writing.

  • Ability to interact and problem-solve with a wide cross-section of people in a professional manner.

  • Excellent computer skills, including familiarity with Excel, Access, and general database usage.

  • Knowledge of the procedures, specifications, standards, and guidelines governing assigned unit activities, and the SRF Program in general.

  • Ability to lead and organize to accomplish work objectives and achieve performance standards.

  • Ability to use MOSAIC, CommBuys, and the Commonwealth Information Warehouse. Prior experience with these systems is preferred.

MINIMUM ENTRANCE REQUIREMENTS:ย 

Applicants must have at least (A) five years of full-time, or equivalent part-time, professional experience in accounting or auditing, of with at least (B) three years must have been in a supervisory, administrative or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.ย 

Substitutions:

I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE:ย  Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
