Job description

Senior Manager, Enterprise Application Services - BTS
Location: 400 Ft. Harrison Ave., Clearwater, FL (Hybrid/Onsite as required)

The Senior Manager of Enterprise Application Services provides strategic, managerial, and operational leadership for the County's enterprise business systems. This role oversees application portfolios across justice, finance, HR/workforce management, GIS, and cross-departmental platforms.
The Senior Manager is accountable for ensuring that enterprise systems are stable, secure, optimized, and aligned to organizational priorities, while leading a high performing team that collaborates closely with BTS leadership, County departments, vendors, and project partners.
This position plays a critical leadership role in largescale modernization efforts, enterprise SaaS implementations, business process redesign, and governance of enterprise applications that support mission critical operations.
Key Responsibilities
Leadership & Strategy
  • Provide strategic direction for Enterprise Application Services, aligning application roadmaps with countywide business and technology strategies.

  • Advise executive leadership on capabilities, risks, and opportunities within the enterprise applications portfolio.

  • Drive continuous improvement and modernization of enterprise systems and services.

Portfolio & Program Management
  • Direct lifecycle management of enterprise applications (justice systems, ERP/Workday, financial platforms, GIS solutions, integrations, and related systems).

  • Serve as executive level leadership for major enterprise initiatives, including SaaS transitions, cloud adoption, vendor management, and multidepartment projects.

  • Oversee project governance, requirements definition, change management, and stakeholder communication for complex, cross functional programs.

Operational Oversight
  • Ensure operational stability, service quality, and security of all enterprise applications.

  • Oversee incident response, root cause analysis, release management, and production support processes.

  • Maintain compliance with county IT policies, cybersecurity standards, and regulatory requirements.

Team Leadership
  • Lead, mentor, and develop a multidisciplinary team of managers, analysts, developers, administrators, and functional leads.

  • Foster a culture of accountability, collaboration, innovation, and service excellence.

  • Coordinate with other BTS divisions in support of 24/7 operations, emergency response, and continuity of government services.

Stakeholder & Vendor Engagement
  • Build strong partnerships with county departments, leadership teams, and external partners.

  • Manage relationships with software vendors, implementation partners, consultants, and integrators.

  • Represent BTS in governance committees, steering groups, audits, and program leadership forums.

Emergency & Mission Critical Support
  • Provide leadership and coordination during emergency operations (e.g., hurricanes), including support for GIS, situational awareness systems, and essential enterprise applications.

  • Participate in EOC activations as part of critical BTS leadership responsibilities.

Required Qualifications
  • Bachelor's Degree in Information Technology, Computer Science, Business Administration, or related field.

  • 7+ years of progressive IT leadership experience, including management of enterprise scale applications.

  • Demonstrated success overseeing large SaaS/ERP/HRIS/Justice/Finance system implementations or major modernization efforts.

  • Strong understanding of application architecture, integrations, data governance, cloud platforms, and security principles.

  • Proven experience managing cross functional teams and multistakeholder programs.

  • Exceptional communication, negotiation, and relationship building skills.

Preferred Qualifications
  • Experience in public sector, justice systems, ERP/Workday, GIS, or large regulated environments.

  • Master's Degree in a related field.

  • Project management, ITIL, Agile, or related certifications.

  • Experience guiding change management and organizational transformation.

Success Indicators
