Job description

Manages and leads a team of engineers, technicians and inspectors as they plan, design, review and administer water and sanitary sewer construction and/or improvements within the guidelines of Augusta-Richmond County and departmental procedures and regulations, surveying principles and practices, and water and sanitary sewer regulations. Responsible for managing the development of solutions to complete design, engineering and construction challenges. Works with co-workers, engineers, developers, contractors, utility agencies and the public to provide technical support.
Key Responsibilities and Performance Standards
Manages and leads design engineers and project managers. Oversees the review of design plans and specifications and cost estimates to identify, direct, solve and/or resolve design and construction projects and/or issues. Coordinate and evaluate activities and staff, conduct and attend meetings with staff, contractors and consulting engineers.
Supervises, selects, develops, trains and evaluates division personnel. Develops measures to analyze and improve division's overall efficiency. Develops, recommends, and implements division policies and procedures.
Develops, analyzes, and participates in conceptual planning efforts. Design and develop plans, specifications and cost estimates. Direct the collection of field data for design. Review, sign and approve in-house design plans and specifications.
Oversees the preparation and/or review of documentation for the advertisement of RFP's and RFQ's, the award of contracts and execution of studies, design and construction projects.
Assist in budgeting and long-range planning for large and small-scale projects.
Other assigned duties
Required minimum qualifications:
Education: A bachelor's degree in civil engineering or related field from an accredited school.
Experience: Ten (10) years' experience related to water, wastewater design and/or construction experience
Knowledge/Skills/Abilities:
  • Considerable knowledge of principles and practices of civil engineering.
  • Considerable knowledge of water and sanitary sewer main materials and construction.
  • Considerable knowledge of surveying.
  • Proficient in administering construction contracts and supervision.
  • Familiarity with departmental policies and procedures.
  • Proficient in using computer assisted drafting programs (AutoCAD Civil 3D).
  • Proficient in using a personal computer (Microsoft Outlook, Excel, Word, Project, etc.)
  • Good communication skills, both oral and written.
  • Demonstrate ability to work independently.
  • Ability to supervise and/or train designated subordinate personnel.
  • Certification:
  • Possess or have the ability to possess within one (1) year of employment GSWCC Level II Certified Design Professional
  • Possess or have the ability to possess within one (1) year of employment GA Water Distribution Operator License
  • Possess or have the ability to possess within one (1) year of employment GA Wastewater Collection System Operator License

  • Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
  • Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.
  • Physical Abilities: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
  • Sensory Requirements: Some tasks require the ability to communicate orally.
  • Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.

Licensing Requirements:
  • Possession of a valid driver's license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.
  • Possess a Professional Engineer (P.E.) license (required). Must possess a PE issued through the State of Georgia within 6 months through reciprocity.

This position requires staff call up in an emergency situation.
Travel from office to other locations is required of this position.
The percentage of travel involved is less than 50%.
