Under the supervision of the Engineering Director, supervises Substation Engineering employees. Directs, coordinates, and develops substation design, planning, automation, and related engineering activities.
Status: Full-time, Exempt, Non-Represented
Work Week: Monday - Friday

Duties and Responsibilities
The duties and responsibilities outlined below are not intended to be all-inclusive. Responsibilities may evolve or change over time to meet organizational needs, and additional tasks may be assigned as necessary.
Engineering Supervision, Management, and Oversight
  • Coordinate Engineering activities with other District departments.
  • Participate in the hiring, training, supervision, development, and evaluation of assigned Engineering personnel.
  • Evaluate and maintain written documentation of employee performance, training, development, and goals.
  • Ensure assigned engineers are appropriately trained and provided with necessary tools, resources, and information to perform engineering work safely and effectively.
  • Organize, prioritize, assign, review, and approve engineering work for accuracy, efficient delivery of service, cost-effectiveness, and conformance with District standards, policies, and applicable requirements.
  • Plan, schedule, coordinate, and may design electrical system improvements to support system safety, reliability, power supply, and operational needs.
  • Provide technical assistance for the design, construction, operation, maintenance, troubleshooting, and improvement of the District's substation, SCADA, protection, automation, and related electrical systems.
  • Supervise the preparation of specifications, bid evaluations, and recommendations for contractor and consultant bids and proposals related to assigned engineering, equipment, and construction projects.
  • Coordinate activities and work with contractors and consultants on design, construction, and other assigned projects.

Engineering Planning, Design, Standards, and Technical Support
  • Manage the planning and design of District substation, SCADA, protection, and automation functions.
  • Perform, manage, and coordinate system planning studies, fault studies, protective relay and line coordination schemes, technical analyses, reports, and related evaluations for substation, SCADA, protection, and automation activities.
  • Manage and participate in long-term planning, design, construction, and system improvement projects to support system reliability, safety, and efficiency.
  • Provide technical support for installation, construction, inspection, testing, operation, maintenance, and troubleshooting of District substation, SCADA, automation, and related electrical equipment.
  • Supervise specifications, bid evaluations, recommendations, purchase specifications, and contractor/consultant coordination for substation materials, equipment, engineering, and construction projects.
  • Supervise work associated with the acquisition of permits required for expansion of existing facilities or construction of new facilities.
  • Recommend acquisition of new devices, apparatus, and equipment to improve safety, reliability, efficiency, economy, standardization, maintainability, and performance of the District's electrical system.
  • Understand, apply, explain, enforce, ensure compliance with, and assist with the development of District engineering, material, construction, electrical service, policy, procedure, and practice standards.

Administrative, Customer, and Organizational Support
  • Assist in preparing the annual District capital improvement and operating budgets, and in preparing and maintaining a multi-year capital improvement program.
  • Prepare and maintain correspondence, reports, records, performance measures, and other documentation related to assigned Engineering activities.
  • Review design drawings, specifications, and other technical documents prepared by others for accuracy, design integrity, and compliance with applicable standards.
  • Maintain productive, positive working relationships with District employees, customers, contractors, consultants, agencies, and other organizations.
  • Professionally represent the District with customers, the public, government agencies, and other organizations.
  • Maintain current knowledge of the District's substations, circuits, major switches, protection device locations, and priority restoration areas; provide leadership and technical advice during outages and other system events.
  • Serve on assigned committees and projects.
  • Perform other duties, including the roles of other management employees, as assigned.

Qualifications and Working Conditions
Knowledge, Skills, and Abilities (KSAs)
  • Knowledge of effective management principles and practices.
  • Knowledge of all applicable phases of electric system design, construction, operation, and maintenance.

  • Working knowledge in the use of personal computers and software used by the District, including applicable engineering modeling, analysis, and work production software.

  • Thorough knowledge of substation, SCADA, protection, and automation systems.

Education and Experience
  • Bachelor of Science degree in Electrical Engineering, or an equivalent combination of related education and experience; and
  • Eight (8) years of relevant education and professional electrical engineering experience with an electrical utility or equivalent.
Preferred Qualifications
  • Professional Engineer registration in the State of Washington.
  • Electrical transmission, distribution, and substation utility engineering experience.
  • Supervisory training and/or demonstrated leadership/supervisory capabilities.

Other Requirements
  • Valid Washington State Driver's License and qualify for the District's auto liability insurance.
WORKING CONDITIONS
  • Duties are performed in an office environment and field locations, during daylight hours and at night. Field locations expose the incumbent to varying weather conditions, including temperature extremes, various types of terrain, and energized equipment.
  • Individual may be exposed to conditions and hazards from vegetation, construction sites, energized equipment, and structures in varying condition.
  • Some work is performed in the vicinity of electrical high voltage lines and equipment.
  • This position may necessitate working beyond normal business hours.
PHYSICAL ACTIVITIES
  • Hand-eye coordination is necessary to operate personal computers, various office equipment, machinery and equipment associated with fieldwork and motor vehicles.
  • Operation of a motor vehicle occurs on various road conditions, including hazardous situations due to weather conditions.
  • Individual must be able to traverse all types of terrain, climbing over limbs and debris.
  • Individual may lift boxes and other materials associated with office work, up to fifteen (15) pounds.
  • Communication is often done by phone, radio, or computer.
  • The ability to distinguish colors is necessary to create, read, and interpret drawings and documents.

PAID TIME OFF (PTO) PLAN
The Personal Leave bank is a combined leave bank. It can be used for sickness and vacation and other absences as requested. PTO is accrued each pay-period. Regular, full-time employees earn Personal Leave as indicated below. Personal Leave for part-time employees will be prorated based on hours worked.

Additional PTO Program
Employees who hold the positions of Department Head, Manager or Supervisor will accrue PTO at the rate equal to their years of regular full-time service with the District since their most recent date of hire plus ten (10) years and will continue to advance through the PTO accrual schedule annually, not to exceed the maximum of 39 days per year.
Employees in all other regular full-time administrative positions will accrue PTO at the rate equal to their years of regular full-time service with the District since their most recent date of hire plus five (5) years and will continue to advance through the PTO accrual schedule annually, not to exceed the maximum of 38 days per year.
The accrual rate will become effective on the date the employee assumes the responsibilities of the new position.
HOLIDAYS
The following holidays are observed: New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Fourth of July, Labor Day, Veterans' Day, Thanksgiving Day, Friday after Thanksgiving, Christmas Day, Christmas Eve (when falls on Monday-Thursday).
Each August 1st, regular administrative employees will receive four additional holidays, designated as "Floating Holidays". The Floating Holidays are available on August 1 of each year and must be used within the next 12 months.
ADMINISTRATIVE EMPLOYEE LEAVE (AEL)
Each February 1st, regular administrative employees will receive eight (8) hours of AEL. Exempt employees will also be provided with eight (8), sixteen (16), or twenty-four (24) additional AEL hours, depending on position. AEL days must be used before the following February 1st and are not eligible for cash out with separation of employment.
RETIREMENT PLAN
The District is a member of the Washington State Public Employee's Retirement System (PERS). Participation is mandatory for all employees in eligible positions. Both the employee and the employer make contributions to the PERS system. PERS determines the percentage of Employee and Employer contributions. Employee contributions are made on a tax-deferred basis.
MEDICAL INSURANCE
Regular employees receive Medical/Vision Insurance. Coverage begins on the first day of the month following employment. The District will pay ninety percent (90%) and the employee will pay ten percent (10%) of such total Medical premium, whether for employee-only or employee-dependent coverage.
Employees who retire under PERS or Social Security are provided with the same Medical and Dental coverage as active employees for a period of time equivalent to 1 month of coverage for each month of service, or, until age 65, whichever is sooner. Division of premium is th
