Job description

Engineering Specialist BRT / Complete Streets Design Lead - West
STV is seeking an experienced civil roadway/traffic designer to support BRT, complete streets, and multimodal corridor projects as an Engineer Specialist III / Design Lead for the West Region, with a primary focus on Southern California and the Pacific Northwest.
This role is intended for a strong technical designer who can help lead day-to-day design delivery, coordinate multidisciplinary production, and support project management functions such as scope, schedule, budget, quality, and client coordination. The position is envisioned as a delivery-focused design role for complex BRT and complete streets assignments.
Key Responsibilities:
Design Delivery & Project Support
  • Serve as the Engineer Specialist III and design lead for BRT, complete streets, and street improvement projects.
  • Lead roadway, curbside, transit priority, station-area, bicycle, pedestrian, signal, and traffic-related design elements from concept development through final design.
  • Support day-to-day project delivery, including task coordination, action item tracking, schedule updates, budget awareness, and client follow-up.
  • Prepare and review plan sheets, design exhibits, technical memoranda, quantities, cost estimates, comment responses, and agency submittal packages.
  • Coordinate internal discipline leads, subconsultants, and reviewers to keep design assumptions, deliverables, and decisions aligned.
  • Identify design risks, scope gaps, constructability issues, and agency review comments that require project manager attention or client direction.

Client Coordination & Technical Leadership
  • Support the PM in preparing for client meetings, documenting decisions, tracking follow-up items, and communicating design progress clearly.
  • Participate in agency, stakeholder, and internal coordination meetings to explain design concepts, confirm assumptions, and resolve comments.
  • Provide practical technical guidance on BRT running way treatments, bus stop and station-area design, curb management, roadway geometry, signal coordination, and active transportation improvements.
  • Help develop scopes, fees, schedules, staffing plans, and level-of-effort assumptions for design tasks and future project phases.
  • Mentor junior roadway and traffic design staff and support quality control of production work.
  • Stay current on agency criteria, design standards, and best practices for BRT, complete streets, transit priority, and multimodal corridor implementation.

Qualifications & Experience:
Technical Design & Project Delivery Experience
  • Civil roadway/traffic design professional with 6+ years of experience in BRT, complete streets, transit corridors, street improvement, and multimodal transportation projects.
  • Strong command of geometric design, curb-and-gutter improvements, transit stop and station-area design, traffic operations, signal coordination, and active transportation facilities.
  • Experience advancing projects through concept development, preliminary engineering, final design, bid support, and construction-phase services.
  • Experience supporting project management functions, including scope control, schedule coordination, budget tracking, deliverable planning, meeting preparation, and comment resolution.
  • Ability to coordinate multidisciplinary teams and translate planning concepts into clear, constructible design packages.
  • Proficiency in industry-standard engineering and design tools such as AutoCAD, Civil 3D, Synchro, and related production and review platforms.
  • Engineer-in-Training (EIT) certification or active progress toward professional licensure is preferred.

Client and Delivery Support
  • Ability to build client confidence through responsive coordination, sound technical judgment, and consistent delivery.
  • Experience contributing to proposals, scope development, fee estimates, project schedules, and staffing plans is preferred.
  • Familiarity with Metro, Caltrans, WSDOT, local transit agencies, and West Coast municipalities is preferred.
  • Understanding of public-sector design review, funding, procurement, and delivery processes for transit and roadway infrastructure projects is preferred.

Compensation Range:
$104,402.58 - $119,317.24
