Job Description:

Lead the Systems and Project Engineering organization supporting Tactical Data Links programs within the Spectrum Superiority sector. Provide leadership for systems-engineering discipline execution and project-engineering delivery management across requirements, architecture, integrated planning, development, integration, production transition, and sustainment. Lead multidisciplinary teams, manage technical, schedule, cost, resource, and risk performance, and ensure timely delivery of complex defense products and programs.

Essential Functions:

Create vision, strategy, staffing plans, and execution priorities for a high-performing Systems and Project Engineering organization

Lead systems-engineering discipline execution across requirements definition, architecture, analysis, integration, verification, technical reviews, and risk mitigation for large communications systems.

Lead project-engineering delivery management across product development and release to production, including integrated technical plans, timelines, resource loading, risk assessments, quality, and on-time delivery.

Partner closely with Product Management and Program Management throughout development, integration, production transition, and sustainment; align system-level decisions with program commitments and customer needs.

Coordinate and review cross-functional work performed by systems, hardware, software, mechanical, electrical, manufacturing, test, vendor, subcontractor, and technician teams; remove internal and external roadblocks and close capability gaps.

Coordinate engineering technical, schedule, and cost performance, including proposal reviews, cost approvals, engineering program reviews, technical-feasibility decisions, and oversight of key technical decisions.

Establish practical engineering execution mechanisms for technical documentation, interface-control artifacts, test plans, system diagrams, requirements traceability, and transition to production/manufacturing.

Lead analysis, integration, test, debug, and corrective-action activities as needed to resolve program technical risk and sustain delivery.

Hire, attract, retain, and grow top talent; provide mentoring, career development, and growth opportunities for systems engineers, project engineers, and management staff.

Contribute to new business pursuits and capability development through cross-functional relationships, technical training, industry interaction, proposal support, and continued advancement of the organization.

Communicate technical direction, project health, risks, and decisions clearly with engineering leaders, executives, customers, and teammates.

Qualifications:

Bachelor's degree with a minimum of 9 years of related experience, graduate degree with a minimum of 7 years of related experience, or in lieu of a degree a minimum of 13 years of related experience.

Demonstrated experience leading both systems engineering and project engineering or technical project-delivery work in a complex, multidisciplinary product-development environment.

Experience managing technical, schedule, cost, resource, and risk performance from requirements through integration, production transition, and sustainment.

Active U.S. security clearance.

Preferred Additional Skills:

Deep systems engineering experience and prior work within the defense industry.

Demonstrated technical leadership for large, complex programs and IRAD efforts.

Systems-level development, requirements definition, analysis, integration, verification, and risk mitigation experience for large communications systems.

Project-engineering leadership experience developing integrated plans, resource estimates, schedules, risk assessments, and technical-delivery mechanisms.

Experience coordinating hardware, software, mechanical, electrical, manufacturing, test, vendor, subcontractor, and technician teams.

Experience with technical documentation, including interface-control documents, test plans, system diagrams, schematics, and production/manufacturing artifacts.

Ability to resolve roadblocks, close technical capability gaps, and transition products to production.

Experience managing highly technical teams and navigating matrix organizations to identify stakeholders and create efficiencies.

Proposal, BOE, contract-document, and technical-white-paper experience.

Tactical communications or Link 16 experience.

Highly collaborative approach with the ability to establish trust and credibility among peers and customers.

Ability to communicate confidently and concisely with engineers and executive management.

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C. area, Denver, or NYC areas is $153,000-$284,000. The salary range for this role in Colorado state, Hawaii, Illinois, Maine, Maryland, Minnesota, New York state, Cleveland Ohio, Vermont and Virginia is [$USA2 MIN - $USA2 MAX]. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
