Job description

The Town of Garner Engineering Department is seeking a skilled professional to provide engineering services with planning, estimating, design, and construction management for Town Capital Improvement Projects (CIP). Project types will include transportation, stormwater, facilities, and parks.
Work involves concept development; budget estimating; contract administration; scoping the design of capital projects with consultants; reviewing construction plans and submittals from consultants; holding public engagement meetings; meeting with contractors to review specifications and requirements; leading pre-construction meetings; assisting in the preparation of bid documents and advertising projects; monitoring contracted projects through construction; participating in construction progress meetings; processing invoices and monitoring project budgets; processing change orders; and assisting in maintaining the capital project tracker and project web pages. It requires knowledge of engineering design principles, procedures, estimating, and the methods and practices of project management.

Examples of Duties:

  • Assists department staff in identifying and prioritizing capital improvement projects; assists in developing the scope of proposed projects; issues request for qualifications for professional services; and assists in consultant selection.
  • Leads or participates in pre-construction meetings to review project specifications and requirements; coordinates with consultants and contractors to address questions and clarify construction requirements and/or expectations.
  • Leads or assists in the preparation of bid documents and project advertising; facilitates pre-bid meetings and bid opening; supports the consultant selection process.
  • Assists with presentation of project contracts to the Town Council for approval.
  • Reviews plans, specifications, and estimates for proposed public infrastructure improvements; reviews design submittals from clients to ensure compliance with engineering standards.
  • Performs technical reviews for proposed construction work on capital improvement projects including the evaluation of streets, sewer, water, drainage, sidewalks, curbing and various other improvement projects to ensure compliance with Town policies, standards, regulations, and ordinances.
  • Reviews plans and construction drawings for proper location of valves, hydrants, laterals, manholes, water and sewer lines, and other appurtenances; reviews plans for adherence to adopted engineering specifications.
  • Interprets construction plans and right-of-way plans for the public; explains how the project will affect individual property using plan, roadway and driveway profile.
  • Reviews technical engineering site development plans, specifications, profiles, and associated technical reports for public infrastructure improvement.
  • Investigates and coordinates mitigation of construction problems with contractors and citizens to respond to issues of drainage, street construction, traffic flow and other construction-related issues.
  • Inspects construction work in progress and upon completion for adherence to approved plans and specifications; discusses project progress with field inspectors assigned to the project.
  • Makes estimates of time, equipment, and materials costs for in-house and contracted projects.
  • Prepares and maintains a variety of work records, reports, files, and field findings.
  • Performs related duties as required.

Minimum Qualifications:

Applicants must have:

  • a Bachelor’s Degree in Civil Engineering or directly related field and a minimum of 2 years of engineering and/or project management experience, or an Associate's Degree in Civil Engineering Technology or directly related field and a minimum of 4 years of engineering and/or project management experience; and
  • a valid driver's license with good driving history; and
  • Engineering Intern (EI) certification or the ability to obtain within one year of employment; and
  • proficiency with Microsoft Office; and

Preference will be given to applicants with:

  • project management, drafting, rendering, and/or GIS software experience; and/or
  • Professional Engineer (PE) license in the State of North Carolina; and/or
  • experience with municipal projects

The salary range shown is the hiring range. The starting salary will be determined based on the selected candidate's skills and qualifications.
