An Engineering Program Manager oversees and coordinates engineering projects from conception to completion. They are responsible for planning project timelines, allocating resources, managing budgets, and ensuring that project deliverables meet quality standards. Engineering Program Managers serve as a bridge between engineering teams and other departments, helping to communicate goals, track progress, and resolve any obstacles that arise. Their role is critical in ensuring projects are delivered on time and within scope while meeting technical and business objectives.

What are the key skills and qualifications needed to thrive as an engineering program manager?

We deliver solutions that help our nation and allies defend freedoms, and deter aggression, creating a safer, more secure world. Join us and help shape the future of aerospace and defense.

Raytheon’s Strategy & Technology Center is seeking an Affordability Program Lead Engineer to oversee and coordinate affordability efforts across Program teams. Affordability is a critical function within Raytheon that ensures systems are designed, produced, and sustained at optimal lifecycle cost while maintaining mission performance and reliability. Because approximately 70–80% of lifecycle cost is determined during early engineering design and system architecture decisions, Affordability plays a central role in influencing engineering, supply chain, production, and sustainment strategies. The Affordability Program Lead Engineer partners with Chief Engineers, Program Managers, Supply Chain leadership, Operations, and Finance to ensure that affordability objectives, cost-awareness, and value optimization are embedded throughout the product lifecycle.

This is an onsite role located in Tucson, AZ.

What You Will Do

  • Embed affordability considerations throughout all phases of the Raytheon Lifecycle Program Management (RLPM) framework, from concept development through sustainment
  • Collect and organize cross‑functional data, assess cost drivers, and support development of cost models and lifecycle cost analyses.
  • Prepare cost impact assessments, scenarios, and affordability materials for trade studies, design reviews, proposals, and internal decision forums.
  • Maintain affordability artifacts such as CRI and CRO tracking and ensure accurate, high‑quality inputs from cross‑functional teams.

Qualifications You Must Have

  • Typically requires a Bachelor’s in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 8 years of relevant experience.
  • Experience with cost analysis, cost modeling, and/or financial analysis.
  • Experience performing quantitative analysis using analytical tools or methods.
  • Experience working with cross-functional teams

Qualifications We Prefer

  • Active and transferrable Top Secret security clearance
  • An advanced degree in engineering or specialized training in modeling, cost analysis, or systems engineering
  • Experience supporting cost trade studies, parametric analysis, or engineering model development.
  • Familiarity with TRL/MRL maturity concepts, supply chain cost drivers, or production readiness.
  • Exposure to lifecycle cost analysis, sustainment modeling, or operations cost planning.
