Scope

The Technical Program Manager (TPM) is a connective force within Care Lumen's Business Operations division responsible for driving complex, cross-functional programs from initiation through successful delivery. Reporting to the Senior Director of Business Operations and PMO, this role sits at the intersection of product, engineering, and business, translating strategy into structured execution.
This is not a coordinator role. The ideal candidate brings technical fluency, strong operational instincts, and the ability to lead without direct authority. You'll work across teams to define program scope, manage dependencies, surface and resolve risks, and keep stakeholders aligned and accountable all while maintaining visibility into the details that matter most.
As Care Lumen scales, so does the complexity of what we're building and how we operate. This TPM will help us deliver at that scale with rigor, clarity, and speed. If you're energized by hard problems, ambiguity, and getting things done across organizational boundaries, this role is for you.
ย  Own the end-to-end planning and execution of complex, multi-team programs including scope, milestones, dependencies, and success criteria in alignment with business priorities
ย  Drive cross-functional coordination across customers, product, engineering, operations, and customer success teams, ensuring alignment, accountability, and forward momentum
ย  Identify, track, and proactively mitigate program risks and blockers escalating decisively when needed and never letting issues fester in silence
ย  Build and maintain program artifacts including timelines, status reports, RAID logs, and decision records that give stakeholders clear, real-time visibility
ย  Facilitate effective meetings from kick-offs and planning to executive readouts ensuring the right people are in the room and decisions actually get made
ย  Partner with product and technical leads to develop realistic delivery plans, surface capacity constraints, and assess the downstream impact of scope or priority changes
ย  Establish and improve program management frameworks, tools, and practices that raise the operational bar across PMO and Business Operations
ย  Support change management efforts, ensuring that program changes are communicated clearly and adoption is tracked
ย  Contribute to the continuous improvement of how Care Lumen plans, executes, and measures work at a program level
What's Required

ย  4-10 years of experience in a Technical Program Manager, Senior Project Manager, or equivalent role, with demonstrated ownership of large-scale, cross-functional programs
ย  Strong technical fluency able to engage credibly with engineering and product teams, understand architectural trade-offs, and interpret technical constraints without needing to be a coder
ย  Proven ability to drive alignment and delivery across multiple teams and stakeholders without direct management authority
ย  Experience building and maintaining program infrastructure: timelines, dependency maps, RAID logs, status reporting, and governance frameworks
ย  Excellent communication skills able to synthesize complexity into clear, concise updates for both technical audiences and executive stakeholders
ย  High proficiency with program and project management tools (e.g., Jira, Smartsheets, Confluence, Notion, or similar)
ย  Comfort operating in ambiguity and fast-moving environments where priorities shift and structure must sometimes be created from scratch
ย  Bachelor's degree in a relevant field (Computer Science, Engineering, Business, Operations, or equivalent work experience)

The expected total cash compensation for this role is market-driven, with an expected starting salary of $125,000 to $145,000 plus a 5% bonus. Salary is ultimately determined based on a candidate's skills, expertise, and experience.
