The Sea, Land, Air Analysis Group's mission is to deliver objective analyses, plans and strategies to US Navy, US Marine Corps, USAF, other DoD, and Australian Defence Force clients to support technology development, acquisition, delivery and sustainment decisions. The group provides the core of SPA thought leadership on Undersea Strategy, Software Development and Cost Estimating, with additional benchmark capabilities in AI/ML & Decision Analytics, Modeling and Simulation, and Future Force Assessments.
SPA has a need for a Program Manager, who will serve as the single main point of contact with the U.S. Air Force for all activities under this contract and hold overall responsibility for cost, schedule, and technical performance. This leader will provide strategic direction, oversee planning and execution of all SOW tasks, and ensure that systems engineering, cybersecurity, training, FMS support, and DevSecOps/platform activities are integrated into a cohesive program. Responsibilities
The Program Manager serves as the single main point of contact with the U.S. Air Force for all activities under this contract, with overall responsibility for cost, schedule, and technical performance. They provide strategic direction, oversee planning and execution of all SOW tasks, and ensure integration of systems engineering, cybersecurity, training, FMS support, and DevSecOps/platform activities into a cohesive program. The PM leads program reporting, risk and opportunity management, subcontract management, and coordination of the Integrated Master Schedule (IMS) and Integrated Master Plan (IMP). They drive coordination with government stakeholders and partner contractors, ensuring timely issue elevation, data-driven decision making, and alignment with Mission Planning Enterprise objectives.
Qualifications
Required Qualifications:
  • BS in engineering, computer science, business or related field plus 10+ years of program management experience leading large, complex DoD IT or software-intensive programs, including at least one effort of similar size/scope
  • Demonstrated experience managing programs with significant cybersecurity and RMF obligations, including development and maintenance of accreditation packages and ATO/ATC milestones
  • Direct experience with mission planning systems or closely related avionics/mission systems, including integration across multiple components and platforms
  • Proven track record managing multi-contractor or associate-contractor environments, including leading Program Management Reviews and coordinating with government engineering and test organizations, particularly for integrated product development and services management of data
  • Active DoD Secret clearance (or higher) and experience working in classified program environments

Desired Qualifications
  • Master's degree plus prior experience as a PM on a mission planning, SEIC, or comparable AFLCMC/HB program
  • PMP and/or DAWIA (or equivalent) certification, and experience with ANSI/EIA-748-compliant earned value management and IPMR reporting
  • Strong background in Foreign Military Sales (FMS) program leadership, including planning and delivery of FMS Mission Planning Environments and in-country technical engagements
  • Demonstrated success leading risk and opportunity management consistent with the DoD Risk Management Guide, including running formal Risk Review Boards
  • Experience leading transitions between multi-year contracts and standing up on-site teams at government locations (e.g., Hanscom AFB, Eglin AFB)
