Your Opportunity
The Engineering Lead, Capital Improvements Program provides program leadership responsible for the overarching delivery and technical quality of engineering tasks performed within a project portfolio consisting of approximately $2B in capital improvements for wastewater treatment, stormwater and sanitary sewer facilities. During project development, the Engineering Lead helps the Owner define the project scope and select an A/E contract. During planning and design/preconstruction phases, the Engineering Lead collaborates with the program team to assemble and oversee the appropriate engineering team and technical resources to ensure that the project design, cost, schedule, and deliverables align with the owner's expectations and requirements. The Engineering Lead also provides engineering support to the program team during construction, commissioning, start-up and testing. The Engineering Lead generally performs work independently under the supervision of the Deputy Program Manager.
Your Key Responsibilities
  • Managing a team of dedicated project managers and on-demand subject matter experts and technical support staff
  • Developing detailed task plans defining scope, schedule, budget and resources for planned or unplanned emergency engineering services
  • Collaborating with internal and external program stakeholders in the development and delivery of the 10-year CIP
  • Serving as the primary liaison to the Owner's operations and maintenance staff providing engineering support for urgent/emergency needs, long-term planning needs, plantwide process, and regulatory matters
  • Leading and/or attending regular coordination meetings with the Owner, design engineers, contractors, permitting agencies, and other stakeholders to drive project delivery and technical quality
  • Monitoring and reporting on project status (e.g., w/r/t cost, scope, schedule, and other relevant information) to the Program Management team and Owner.
  • Developing technical and other requirements for inclusion in the Request for Qualifications (RFQ) or Request for Proposals (RFP); supports the Owner throughout the solicitation process.
  • Supporting the Owner and program staff during contract negotiations and the resolution of engineering issues during planning, design, construction, commissioning and startup testing
  • Implementing the Program Quality Management Plan including the technical review of program generated deliverables
  • Providing and/or coordinating interdisciplinary reviews of third-party design submissions by Others for conformance to Owner and industry standards
  • Developing technical standards and specifications
  • Updating Owner Asset Management and Facilities Master Plans
  • Performs other duties and responsibilities, as assigned.

Knowledge, Skills, and Abilities
  • Thorough knowledge of project management for traditional and collaborative project delivery methods.
  • Thorough knowledge of engineering and design principles, processes and procedures, specifications, standards, materials, and methods used in the wastewater industry.
  • Excellent communication and interpersonal skills, with the ability to effectively interface with the Owner including senior management, engineering, operation and maintenance staff as well as regulatory agencies.
  • Detail-oriented with strong analytical and problem-solving abilities.

Minimum Training and Experience
  • Registration as a Professional Engineer (P.E.) in the District of Columbia, or ability to obtain within 6 months
  • Bachelor of Science degree in engineering from a school with an ABET accredited program and (20) years of experience on multi-discipline wastewater projects.
  • Experience working at large, complex water/wastewater treatment facilities in operation
  • Strong proficiency in MS Office Suite products, including Excel, Word, PowerPoint, and Outlook.

Pay Range:
• Locations in WA, DC & Various CA, MA, VA Areas-$151,700.00 - $227,600.00 Annually
Pay Transparency: In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. Please note, the final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible. Actual compensation for part-time roles will be pro-rated based on the agreed number of working hours per week.
Benefits Summary: Regular full-time and part-time employees (working at least 20 hours per week) have access to medical, dental, and vision plans, a wellness program, health saving accounts, flexible spending accounts, 401(k) plan, employee stock purchase program, life and accidental death & dismemberment (AD&D) insurance, short-term/long-term disability plans, emergency travel benefits, tuition reimbursement, professional membership fee coverage and paid family leave.
