Engineering Program Manager (EPM) - AI & Defense Systems
Location: Baltimore, MD | Security Clearance: Active Secret Required | Schedule: Onsite | Job Type: Contract
About the Role
Drive the future of defense engineering as an Engineering Program Manager (EPM) supporting large-scale, mission-critical development programs. In this pivotal onsite role, you will be the engineering leader responsible for program execution, collaborating closely with Program Management, Chief Engineering, and Integrated Product Teams (IPTs) to deliver cutting-edge solutions on time and within budget.
Responsibilities
- Serve as the primary engineering point-of-contact between Program Management and functional engineering teams
- Lead and execute engineering scope, driving technical performance and program objectives
- Oversee technical planning, resource allocation, and engineering execution across multidisciplinary teams
- Provide engineering inputs for program reviews, status reporting, and leadership briefings
- Develop, review, and defend engineering estimates, proposals, and Basis of Estimates (BOEs)
- Manage engineering Control Account Management (CAM) and Earned Value Management (EVM) activities
- Support schedule development, cost management, and financial forecasting
- Lead engineering staffing plans and workload forecasts in partnership with functional leadership
- Identify, assess, and manage engineering risks and opportunities across IPTs
- Coordinate engineering development, integration, testing, and transition activities across the program lifecycle
Required Skills and Experience
- Bachelor's degree in Engineering, Computer Science, Physics, Mathematics, or related STEM field with 14+ years of experience; Master's degree with 12+ years of experience; PhD with 10+ years of experience; 4 years additional experience may substitute for degree
- Active U.S. Government Secret Clearance and U.S. Citizenship
- Eligibility to obtain and maintain Special Program Access (SAP)
- Proven leadership of multidisciplinary engineering or technical teams
- Experience in systems development, integration, and test across the full program lifecycle
- Excellent written and verbal communication skills to engage technical and non-technical stakeholders
- Demonstrated leadership in complex engineering environments
Preferred Skills
- Advanced degree in Engineering, Science, or related field
- Active Top Secret Clearance or higher
- Experience with defense electronic systems (RF systems, electronic warfare, communications, sensors, avionics)
- Knowledge of DoD systems engineering processes and lifecycle requirements
- Prior Engineering Program Manager, IPT Lead, or Chief Engineer experience
