Job Summary
Under limited direction, this advanced-level professional engineering and management position oversees, develops, and directs the daily activities related to multiple substation and transmission engineering projects; works to ensure substation power equipment and protective relay/control systems are designed, installed, tested, and commissioned properly.
Responsibilities
Responsible for the full range of supervisory activities, including selection, training, evaluation, counseling, and recommendation for dismissal of all assigned employees. Manages, coordinates, supervises, and schedules multiple substation capital and maintenance projects, including engineering and construction of Transmission and Distribution (T&D) electric substations, and ensures adherence to all regulatory standards. Plans the installation of substation electrical equipment; Manages, plans, estimates, develops budgets, and monitors expenditures of substation projects assigned; reviews project schedules and identifies the engineering, design, and resource trades to complete the projects. Serves as the project leader and directs and coordinates the work of engineering firms, and contractors, including but not limited to professional engineers and technicians as required. Manages and oversees contracts, purchase requisitions, acquisitions, requests for proposals (RFP), requests for bids (RFB), and requests for qualifications (RFQ); evaluates solicitations and recommends the selection of contractors and engineering firms; Establishes priorities, monitors progress, reviews, and assures compliance with contractual provisions/obligations; participates in formal reviews and audits. Oversees the creation and approves detailed electrical system layouts, plans, material lists, and construction arrangement drawings for the safe and efficient build-out of utility T&D substation facilities. Collaborates internally and externally with stakeholders including BPUB departments, contractors, engineering firms, vendors, and regulatory agencies to execute initiatives, strategies, and directives. Ensures design, testing, commissioning activities, substation and transmission engineering's methods, standards, and procedures are kept up to date and consistent with the latest and best industry safety requirements, engineering practices and applicable regulations. Maintains accurate records, prepares comprehensive written reports, and makes oral presentations to management staff and public agency representatives; responds to inquiries from other departments within the organization and the general public. Leads and provides support for long-term system planning projects to meet strategic planning and operations deliverables. Completes other duties as assigned.

Knowledge of substation equipment and electronic technology, technical terminology used in substation resources and power systems, and statistical analysis. Knowledge of safety policies/procedures, material/supply systems, and electric/material standards. Knowledge of report writing techniques, standard query language, and record keeping. Knowledge of personal computer operation and appropriate software, including word processing, spreadsheet, Microsoft Project, database, auto-cad, statistical, and geographical information systems. Skill in conceptualizing engineering problems and designing effective solutions. Skill in developing safe, effective, efficient, timely, and operable electric systems to provide service. Skill in meeting current and future customer energy needs. Skill in maintaining effective relations with organization personnel and public and/or private agencies. Skill in evaluating procurement packages and contract agreements. Ability to effectively lead multiple major projects and a variety of project team activities/tasks. Ability to read, analyze, and interpret common scientific and technical journals, financial reports, policies and procedures, and legal documents. Ability to respond to general inquiries or complaints from consumers, regulatory agencies, management staff, or members of the business community. Ability to prepare and present oral/verbal reports and prepare written narratives regarding specific projects. Ability to exercise sound judgment in both routine and emergency situations
Education & Experience Requirements
Bachelor's Degree with a major in Electrical Engineering or a related field from an Accreditation Board for Engineering & Technology (ABET) accredited university and eight (8) years of progressively responsible experience in the operations or engineering and planning for the electric utility with emphasis in T&D substations projects and assigned areas of responsibility. A Master's degree in a related field is preferred.
Certificates, Licenses, Registrations
Requires a valid Texas Driver License or receipt of a valid Texas Driver's License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
Must be a Professional Engineer licensed in the State of Texas. Professional Engineer license from other jurisdictions providing comity with Texas may be allowed; however, candidate must acquire a Texas Professional Engineer license within 12 months of being placed in this position in order to remain in the position.

Tasks involve bending, lifting, walking, and carrying light objects (less than 35 lbs.). Ability to climb in and out of structure sites or buildings. Ability to work under extreme weather conditions including hot and cold ambient temperatures.

In addition to any and all other qualifications required for employment stated under the Brownsville P.U.B Personnel Policies and Procedures Policy No. 39:
  • Prohibit the hiring of any person who is related to BPUB Executive Management within the third degree of Consanguinity or second degree by Affinity; and

  • Based on certain prohibitions of the Charter and Statute on nepotism, no person can be hired who shall be related to any member of the Board of Directors or City Commission within the third degree of consanguinity or second degree by affinity.
