Job description

FUNCTION:

Managerial and advanced technical duties related to electrical engineering, system planning, project delivery, regulatory compliance and operational support of Distribution, Transmission, Substation, Production, and Compliance Operations.

POSITION SUMMARY:

Under general direction, this position manages engineering staff and provides technical leadership for electric utility engineering, planning, design, construction support, standards development, compliance, and system reliability. The position supports safe, reliable, and cost-effective operation, maintenance, and expansion of GEUS electric facilities while coordinating with internal departments, customers, contractors, regulatory entities, and other utilities.

PRIMARY RESPONSIBILITIES:
  1. Serve as both a technical subject matter expert and a department manager, balancing hands-on engineering analysis, design review, planning, and operational support with supervision, prioritization, staff development, and departmental process improvement.
  2. Manage Engineering Department personnel, including engineers, engineering technicians, and other assigned staff, by planning work, setting priorities, providing technical direction, coaching performance, supporting training, and recommending process improvements.
  3. Develop, maintain, and apply engineering standards, design criteria, procedures, and reference materials to promote safe, consistent, reliable, and cost-effective electric utility work.
  4. Collaborate with peers and other departments to identify and maximize workflow opportunities, coordinate priorities, and provide Engineering Department guidance on technical standards, design guidelines, construction practices, and operational requirements.
  5. Assist with preparation of Engineering Department and project budgets; develop scopes of work, cost estimates, material requirements, and procurement recommendations; monitor project costs, schedules, and resource needs; and recommend adjustments as needed.
  6. Coordinate and review work performed by consultants, contractors, vendors, and other outside parties to ensure technical accuracy, compliance with GEUS standards, adherence to scope, and alignment with project schedule and budget requirements.
  7. Support the accuracy, maintenance, and effective use of engineering models, maps, GIS, SCADA, OMS, AMI, and other utility systems used for planning, analysis, operations, outage response, and customer service.
  8. Manage, commission, and design or provide design assistance for plant additions (transmission, substation, distribution) and assist with generation-related matters.
  9. Support System Operations/Dispatch during storm, outage, and equipment failure restoration by providing technical analysis, switching, and restoration support, failure review, and recommendations for improvement.
  10. Develop, maintain, and revise construction standards, engineering reference materials, drawings, models, specifications, records, calculations, findings, reports, and other technical documentation needed to support the accurate, consistent design, construction, expansion, operation, and maintenance of the electric system.
  11. Communicate and meet with customers, developers, contractors, consultants, and other stakeholders to address service requests, deficiencies, service problems, outage planning, project coordination, and technical requirements.
  12. Possess a working knowledge of and follow all GEUS safety rules, policies, and procedures.
  13. Maintain working knowledge of and ensure compliance with applicable NESC, ERCOT, TRE, NERC, APPA, and NEC requirements, standards, and regulations. Ensure compliance with approved operations and human resources policies and procedures.

MINIMUM QUALIFICATIONS AND SKILLS:
  1. Bachelor of Science in Electrical Engineering from an accredited university required.
  2. Ability to obtain Texas Professional Engineer License within 6 months
  3. Minimum of six years of progressively responsible electrical engineering experience in the electric utility industry, including experience with distribution, transmission, substation, system planning, protection, or related utility engineering functions; five years acceptable with a master's degree or PhD.
  4. Demonstrated technical competency in electric utility related functions
  5. Excellent analytical, computational, and problem-solving skills
  6. Demonstrated leadership ability involving project management, multi-tasking, coaching, decision‑making, staff development, and coordination across departments.
  7. Proficient working knowledge of NESC, NEC, applicable industry safety rules, electric utility construction standards, and relevant regulatory requirements.
  8. Proficiency with all standard PC software including Microsoft Office applications, and utility-specific technical analysis software used for system modeling, load‑flow studies, short‑circuit analysis, protection, coordination, mapping, design, or related engineering analysis.
  9. Ability to communicate effectively with all levels of employees and management as well as customers, city and state personnel, and personnel from other utilities
PREFERRED QUALIFICATIONS AND SKILLS
  1. Bachelor of Science in Electrical Engineering with Power Option
  2. Current Texas Professional Engineer License
