Job description

Duties Description The Assistant Engineer will work within the Review Section of the Real Estate Finance Bureau (REF), whose charge is the review of all offering plans, amendments, syndication and intrastate filings, no-action letters, and cooperative policy statements. The incumbent will independently apply building and property engineering knowledge and review building drawings/specifications, building condition reports, and descriptions of property submitted to REF as part of the offering plan to ensure compliance with REF's regulations. Duties may include, but are not limited to, the following: Performs review of building, property and other related architectural engineering and architectural documents submitted to REF as part of offering plans to ensure compliance with the various zoning and building codes.

Reviews drawings and other related documents submitted to and approved by the local jurisdictions to ensure the disclosures in offering plans are accurate. Prepare and issue written deficiency letters enumerating the comprehensive building and property related clarifications and/or changes required in Offering Plan submissions. Participate in discussions with architecture and engineer team members to determine appropriate comments in deficiency letters, which fully address the varied and sometimes unique issues.

Communicate verbally and in writing with submitting engineers, architects, and attorneys regarding compliance with REF's regulations to ensure comprehensive disclosure in the Offering Plan. Confer with REF attorneys and legal assistants advising them on technical engineering issues of disclosure; and other related duties, including status reporting, trainings, meetings, process improvements, building evaluations, and others. Perform other duties as assigned.

Please note that this position does not entail architectural and engineering drawing/designing, nor out of office 'field' work. Minimum Qualifications NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS Assistant Engineer: Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) and a qualifying bachelor's degree or higher as listed below. Qualifying degrees: Civil Engineering, Civil Engineering Technology, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees. OR Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) and one year of full-time qualifying engineering experience as listed below.

Qualifying experience: One year of full-time engineering experience in the analysis and design of steel framing, concrete framing, concrete foundations and seismic design. Additional Comments This title is eligible for an additional $13,500 Geographic Pay differential. Positions located in New York City receive an additional $4,000 location pay annually.

Promotion salaries are calculated by the NYS Office of the State Comptroller (OSC) in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts. The Office of the NYS Attorney General (OAG) cannot provide sponsorship for work authorization. Candidates need to be authorized to work in the United States to be employed by this agency.
