Engineering Program Manager – Data Migration, Observability & Telemetry

Pay: $65-80/hour

Contract Length: 6 months

Location: Hybrid – Cupertino, CA area; may be open to 100% remote for highly qualified candidates

Schedule: Standard business hours

Employment Type: W2 Contract

About the Role

We’re hiring an experienced Engineering Program Manager or Technical Program Manager for a highly technical program focused on data migration, observability, telemetry, and Splunk-based data pipelines.

This is not a general program management role. The ideal candidate has hands-on program leadership experience supporting data migration initiatives specifically tied to observability, telemetry, logging, dashboards, or monitoring platforms. Experience with Splunk is strongly preferred.

You’ll partner closely with application engineering, data engineering, and business stakeholders to drive execution across data pipelines, telemetry strategy, and scalable reporting systems.

What You’ll Do
  • Drive program execution across application engineering, data engineering, and platform teams.
  • Lead planning and delivery for data migration work related to observability, telemetry, logging, dashboards, and engagement analytics.
  • Define and manage data pipelines into Splunk or similar observability platforms.
  • Translate business requirements into technical execution plans for engagement metrics, analytics, and system insights.
  • Gather, refine, and structure ambiguous requirements into clear program plans, timelines, and deliverables.
  • Improve data quality, pipeline consistency, system performance, scalability, and reporting reliability.
  • Establish scalable, repeatable processes for data ingestion, transformation, and delivery.
  • Manage roadmaps, dependencies, milestones, risks, and cross-functional deliverables.
  • Partner with engineers to ensure reliable, structured telemetry and observability across systems.
  • Serve as the connection point between engineering teams, data teams, and business stakeholders.
What We’re Looking For

Ideal candidates will have:

  • 7+ years of experience as an Engineering Program Manager, Technical Program Manager, or similar technical program leadership role.
  • Direct experience managing data migration programs.
  • Specific experience with data migration tied to observability, telemetry, logging, monitoring, dashboards, or analytics platforms.
  • Strong experience with Splunk; similar observability or telemetry platforms may be considered, but Splunk is strongly preferred.
  • Experience working in software engineering, data engineering, or data platform environments.
  • Ability to work closely with engineering teams on technical plans, dependencies, risks, and delivery milestones.
  • Familiarity with mobile, iOS, web application, backend, or data platform environments.
  • Strong ability to bring structure to ambiguity and align teams around clear execution plans.
  • Excellent communication skills with the ability to bridge technical and business audiences.
  • Curiosity and comfort working with data flows, system behavior, telemetry, observability, and pipeline performance.

This role is best suited for someone who has previously supported programs involving:

  • Migration of telemetry or logging data from one system/platform to another.
  • Splunk pipeline implementation, migration, optimization, or dashboard enablement.
  • Observability or monitoring platform modernization.
