Job description

Position Description:
This role is responsible for the solicitation, contracting, and ongoing administration of energy storage and renewable energy resources-including but not limited to solar, battery, biomass, and hydropower-on a long-term basis in alignment with established policies, procedures, and Public Service Commission (PSC) guidelines.
The position plays a key role in achieving Santee Cooper's resource objectives, including:
  • Managing the negotiation, development, and execution of long-term renewable energy and energy storage contracts.
  • Providing recommendations to ensure all contract activities protect and advance Santee Cooper's interests.
  • Administering existing contracts by ensuring compliance with financial, payment, and performance requirements.
  • Assuring renewable solicitations maintain adherence to PSC regulations and internal guidelines.
  • Developing economic and financial analyses to support procurement activities.
  • Maintaining professional, productive relationships with external developers, consultants, and stakeholders.
  • Collaborating closely with internal departments, including Accounting, Legal, and others, to ensure contract integrity and operational alignment.
  • Exercising independent judgment in managing day-to-day responsibilities, escalating issues to management as appropriate.
  • Providing direction to contractors, consultants, junior staff, and support personnel as needed to achieve objectives.

Essential Job Tasks:
  • Lead solicitations (RFPs) for new long-term renewable and battery storage contracts. Renewable solicitations comply with the Competitive Procurement of Renewable Energy process as approved by the Public Service Commission. Evaluate proposals as needed to provide accurate and complete recommendations to support Santee Cooper's interests. Leads and/or assists with contract negotiations and actively participates in the drafting of contracts. This employee develops and presents recommendations for contracting with developers that achieve corporate objectives and adequately recover costs to Santee Cooper's system.
  • Ensure all long-term renewable resource and storage contracts are appropriately implemented, including tracking contractual requirements and ensuring Santee Cooper and developers are in compliance with all contractual terms. Monitors contractor schedules and contract interpretations for compliance with contractual terms and conditions. This position will interface with several other departments, including accounting and legal functions, as well as external consultants and counter-parties.
  • Work with counter parties to manage the development and construction of new resources. Administers existing contracts, including assuring accurate payments, maintaining documentation in an orderly manner, and ensuring Santee Cooper and developers are in compliance with contract terms. Lead efforts to resolve any issues that arise.
  • Performs special projects as assigned. These projects are unplanned and arise out of requests from senior management. Projects are typically analytical or research based in nature.
