The Air Force Civilian Service (AFCS) is looking for a Full-Time Deputy Base Civil Engineer, GS-0801-14 to work at the 99 CES on Nellis AFB, NV.
This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager.

QUALIFICATIONS:
The purpose of this position is to provide continuity in the management of the installation's Civil Engineering functions. The employee serves as the Deputy Base Civil Engineer (DBCE) for the 99th Civil Engineer Squadron, an organization of 611 authorizations, sharing with the Base Civil Engineer (BCE) the full scope of responsibility for managing the activities of the organization.

This position has been designated as Critical Sensitive. The employee is required to obtain and maintain a Top Secret clearance as a condition of employment.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
This position has been designated as a Key Career Position (KCP). The assignment will not be continuing and has an established tour limitation of 36-60 months as determined by the Career Field Team and Career Field Manager. Employee must sign a Memorandum of Understanding including Selection, Restriction, Outplacement, Tour and Mobility Agreement as a condition of employment. This addendum is effective 09 August 2022 and will be utilized upon the incumbent's exit from the position and from the point forward whenever the position is filled.
KNOWLEDGE, SKILLS, and ABILITIES:
Knowledge of a broad range of professional engineering concepts, principles, and practices; and extensive familiarity with architectural/engineering disciplines.
Extensive knowledge of Base Civil Engineer mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies.
Thorough knowledge and understanding of the trades, professions, procedures, methods, equipment, materials, limitations, and applications involved in civil engineering activities.
Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures.
Knowledge of government contracting regulations, practices, and procedures.
