The CUNY SPS Office of Innovative Learning Solutions (ILS) seeks an experienced, detail-oriented learning and development professional to join our training team in the role of Senior Program Manager, Training Operations. This role is an integral part of the Energy Training team that manages the design, delivery, and administration of learning programs on behalf of the Department of Citywide Administrative Services' (DCAS) Division of Energy Management.
As the training program continues to evolve toward a vendor-supported delivery model, the Senior Program Manager plays a key leadership role in overseeing program operations and ensuring effective coordination across a portfolio of energy training offerings. This role supports program strategy by translating it into operational plans and ensuring consistent execution across training initiatives.
The Senior Program Manager is responsible for overseeing vendor partnerships, program processes, and operational systems that support high-quality training delivery aligned to City agency workforce and energy management goals. This role leads a team that includes Program Managers, a Program Coordinator, and an LMS Administrator, and is responsible for setting priorities, allocating work, and ensuring consistent execution across the program.
In partnership with the Program Director and the Senior Program Manager, Program Effectiveness, this role ensures compliance with accreditation standards (IACET), monitors program performance, and supports continuous improvement of training operations and outcomes.
Duties and Responsibilities:
Reporting to the Program Director for the Energy Training Portfolio, the Senior Program Manager, Training Operations will:
  • Oversee the effective delivery of the training program across a portfolio of offerings, ensuring alignment with program goals and City agency needs, and supporting implementation of program strategy.
  • Manage instructional design projects, overseeing the successful execution of new course development in alignment with ANSI/IACET standards.
  • Implement and maintain program-level standards, processes, and operating procedures for training coordination, delivery, and evaluation; monitor program performance and drive continuous improvement efforts.
  • Supervise and support Program Managers, Program Coordinator, and LMS Administrator, including assigning and balancing workload and providing coaching to ensure consistent, high-quality execution of training operations.
  • Manage vendor selection processes and oversee relationships with external training partners, including monitoring performance, ensuring deliverables meet program requirements, and coordinating issue resolution as needed.
  • Oversee coordination of training events across the program, ensuring effective planning, scheduling, communication, and follow-up, as well as overall operational logistics.
  • Ensure systems and workflows (including LMS operations) support efficient program administration and a strong learner experience.
  • Ensure compliance with ANSI/IACET standards and oversee integration of accreditation requirements into program processes, evaluation tools, and documentation, while maintaining quality assurance practices across program operations.
  • Support stakeholder engagement by maintaining communication, ensuring alignment with program expectations, and providing updates, operational insights, and reporting to program leadership and stakeholders.
  • Partner with the Program Effectiveness functional team to review evaluation data, assess program impact, and inform operational improvements.
  • Lead strategic initiatives and special projects that support ongoing program development.
  • Support development and maintenance of partnerships with external organizations, educational institutions, and industry partners.
  • Other duties as assigned.

Qualifications:
Minimum requirements for the position:
  • Bachelor's degree required. Master's-level study in instructional systems design, training delivery, organizational learning, or a related field preferred.
  • 10+ years' experience in learning programs, workforce development, or training operations, including program management responsibilities.
  • Experience with instructional design principles and adult learning best practices.
  • Experience supervising staff and managing multi-workstream program operations.
  • Experience managing stakeholder relationships, including clients and City agencies.
  • Experience overseeing vendor partnerships or external training delivery models.
  • Working knowledge of measurement and evaluation methodologies.
  • Experience with Learning Management Systems to support program administration and delivery.
  • Experience coordinating with accreditation or credentialing bodies preferred.
  • Organizational skills, attention to detail, and ability to manage multiple priorities.
  • Ability to communicate effectively, both orally and in writing.
  • Strong interpersonal and collaboration skills.
  • Strong computer skills required: Microsoft Office (Word, Excel, PowerPoint, Outlook).
