Position Description
Redhorse Corporation is seeking an Energy Program Manager to lead an interdisciplinary team focused on comprehensive energy and water management services, to include managing data collection to and reporting from enterprise building automation systems (BAS) and energy management control systems (EMCS), providing utility management services for both electric and thermal systems, conducting ASHRAE Level I and II audits of multiple facilities, and supporting measurement and verification (M amp;V) of existing Energy Savings Performance Contracts (ESPCs).

Energy Program Manager will be responsible for program execution to include client care, budgeting, scheduling, quality management, and overall contract delivery. Support will include producing contract planning documents such as Project Management Plans, QA Plans, Safety Plans, Organization Charts, etc., as well as contract deliverables on an ongoing basis.  The Energy Program Manager will be responsible for working with Redhorse’s Talent Acquisition Team to recruit and train staff and will maintaining contract documentation and staffing data calls.  The Energy Program Manager will also support and develop technical approaches and solutions, write project descriptions, write case studies and success stories, and ensure alignment of customer requirements with Redhorse capabilities. 

Responsibilities include but are not limited to:

  • Develop data-driven recommendations and solutions to meet Federal and Administration energy and water mandates and goals

  • Provide regular interval enterprise level reporting of energy and water data consumption data in the required customer format, to include bespoke reports, portfolio management tools, and Energy Dashboards

  • Ensure enterprise building and energy management control systems are functioning properly

  • Develop and implement energy and water conservation measures (EWCMs), resilience/security, and Public-Private Partnership (P3) Energy and Water Projects

  • Ensure metering infrastructure is performing properly and report any anomalies for work order requests

  • Manage on-site energy audits (ASHRAE Level I and II) and support retro-commissioning projects and initiatives

  • Provide market-based management of utility systems, including both electric and natural gas consumption and costs

  • Provide support to ESPC M amp;V requirements

  • Provide high quality client care to include effective communication, prioritization, full understanding of contract requirements

  • Manage team of interdisciplinary professionals from energy engineers to developers and programmers

  • Develop and produce contract planning documents

  • Manage and create Project Management Plans, QA Plans, Safety Plans amp; Organizational Charts

  • Produce high-quality required contract deliverables on an ongoing basis, managing all aspects of technical development and quality reviews

  • Assisting with recruiting and training of new employees for various open positions


Minimum Requirements for Skills, Experience, Education and Credentials

  • Bachelor’s degree in engineering or architecture
  • 20+ years of experience in project management within energy programs
  • 5 years of experience managing Federal programs
  • Must have extensive consulting and business development experience and exposure to energy practice
  • Strong verbal/written communication skills
  • Proven organization and project management skills
  • Critical thinking and decision-making skills coupled with strong analysis and problem-solving skills
  • Self-starter, driven and able to work with limited direction under target timelines
  • Collaborative personality and able to work effectively in a team-oriented environment
  • Adaptability and comfort working in a fast-paced and sometimes unstructured environment
