Scope

Wayne Metro's Green and Healthy Homes Department works to ensure that homes are safe, healthy, energy efficient and affordable environments where families can learn, grow and thrive.

The Energy Efficiency Program Coordinator is responsible for coordinating and supporting the delivery of services through the Weatherization Assistance Program (WAP). The Coordinator supports the program by identifying and applying for available utility company rebates and incentives that help expand Wayne Metro's ability to provide energy efficiency services to the community.

The Weatherization Program assists income eligible households in improving the energy efficiency, comfort, safety and affordability of their homes through the installation or replacement of eligible energy efficiency measures, which may include furnaces, refrigerators, insulation and other approved measures. The Energy Efficiency Program Coordinator is responsible for validating client eligibility and program participation, coordinating utility rebate applications, maintaining required program documentation, submitting invoices and supporting documentation for reimbursement, ordering approved appliances and equipment for eligible households, tracking rebate payments, and reconciling rebate checks and program expenditures to ensure accurate and timely processing.

The Coordinator will work closely with utility companies, funders, contractors, vendors, Accounting, clients, and other Wayne Metro programs to coordinate services, maintain program compliance, maximize available funding and rebates, and ensure eligible households receive approved energy-efficiency services.

Essential Functions
  • Coordinate energy-efficiency program activities and ensure program goals, deadlines, and requirements are met.
  • Verify client eligibility and maintain accurate client and program documentation.
  • Identify, prepare, and submit utility rebate and incentive applications and supporting documentation.
  • Track rebate applications and payments and reconcile rebate checks received with applicable invoices and program expenditures.
  • Order approved appliances, equipment, and materials for eligible clients and track orders through delivery and installation.
  • Collect and review contractor and vendor documentation, including invoices, receipts, installation records, and warranty information.
  • Review and submit invoices and supporting documentation for reimbursement.
  • Maintain accurate program data in EmpowOR and other applicable databases and tracking systems.
  • Review electronic and paper files for compliance and assist with audits, monitoring, and corrective actions.
  • Assist Accounting with verification and reconciliation of client information, invoices, rebates, and program expenditures.
  • Maintain working relationships with utility companies, contractors, vendors, funders, community partners, and other Wayne Metro programs.
  • Provide professional customer service and assist clients with questions regarding program services and energy-efficiency measures.
  • Maintain knowledge of applicable program requirements, utility rebates, and community resources.
  • Perform work in a manner that upholds Wayne Metro policies and procedures.
  • Perform other duties as assigned.
Physical Requirements and Work Environment

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This job operates in a professional office environment with a usually quiet noise level. This is largely a sedentary role and the employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to sit, frequently use hands and to talk or hear.

Minimum Qualifications

  • Bachelor's degree or an equivalent combination of education and relevant experience.
  • Experience in human services, energy efficiency, weatherization, housing, utility programs, or a related field preferred.
  • Experience with utility rebates, purchasing, invoicing, financial reconciliation, or grant-funded programs preferred.
  • Strong communication, organization, analytical, and problem-solving skills.
  • Strong attention to detail and ability to manage multiple priorities and deadlines.
  • EmpowOR proficiency or ability to learn program databases.
  • Ability to adapt to changing program requirements, processes, technology, and operational needs, and successfully learn and implement new systems, tools, procedures, and responsibilities introduced during employment, demonstrating proficiency within 90 days of implementation.
Minimum Competencies
  • Ability to work independently and as part of a team.
  • Ability to exercise sound judgment and resolve problems effectively.
  • Strong computer skills, including Microsoft Word, Excel, Gmail, Google Workspace, and web-based systems.
  • Strong Excel skills and ability to track and reconcile financial and program information.
  • Ability to maintain accurate electronic and paper records.
  • Professional communication and customer service skills.
  • Ability to work effectively with clients, contractors, vendors, utility companies, funders, and agency staff.
  • Ability to maintain confidentiality and comply with Wayne Metro policies, procedures, and program requirements.
Licensing and Other Requirements
  • Valid driver's license and reliable transportation.
  • Although the Covid-19 vaccination is no longer mandated, it is encouraged. Wayne Metro will always prioritize the safety of our staff and clients.
Travel Requirements

Ability to travel to various sites.

Work Hours

Work to be scheduled Monday through Friday with specific hours to be determined by program needs.
