UNIT DESCRIPTION
The EMU is responsible for receipt, documentation and flow of evidence submitted to the FBI Laboratory. EMU provides guidance through policy development, training and expertise related to all aspects of evidence collection, handling, storage and disposition for the FBI.
KEY REQUIREMENTS
  • Must be a current, permanent FBI employee
  • This position requires the incumbent to submit a DNA sample in accordance with the FBI Laboratory Elimination DNA Database Policy Directive (1149D).
WORK ENVIRONMENT
The individual that fills this position may potentially be exposed to situations or information that depicts violent acts, lewd images, or involves isolated working conditions.
MAJOR DUTIES
  • Answer daily questions regarding the administrative and operational aspects of the evidence process.
  • Interpret, disseminate and develop evidence-related policies, guidelines and standard operating procedures.
  • Monitor published policies and procedures for compliance.
  • Provide training on evidence handling policies and procedures.

Education
All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:
GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related.
Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

  • Limited Movement: Policy has been implemented wherein support employees entering a position may be precluded from moving to another position within the Bureau through reassignment or change to a lower grade for a minimum of 12 months. HRD will waive this limited movement policy for qualified employees, who have received an official notification letter that their current position is being relocated due to an organizational restructuring initiative, so those employees can compete for a position elsewhere. Voluntarily leaving a position with a relocation incentive may result in loss of that incentive. Please notate that you have received an official notification letter within your application.
  • Probationary employees are precluded from being considered for all job opportunities until 12-months of their 24-month probationary period has concluded. Probationary employees may be considered for competitive vacancies that are advertised within their respective division or field office after serving 90 days within the FBI.

a) Performance Improvement Plan (PIP) is a 90-day written developmental plan for an employee whose performance on one or more critical elements is rated "Unacceptable."
b) A Letter of Requirement (LOR) is issued when a supervisor identifies leave abuse and/or when frequent absences negatively impact operations of an office.
  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.
  • Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one-year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location. (if applicable)
