Job description

Position Summary Lincoln County Health & Human Services is looking for an Emergency Preparedness and Response Coordinator to join the team to help make our community safer and better prepared for unexpected events. This person will plan, organize, and administer Public Health (PH) and Health and Human Services (HHS) Emergency Preparedness activities, including pre-emergency planning, emergency response activities, and post-emergency functions. This role is also responsible for collaborating with local, regional, and state partners to strengthen Lincoln County's HHS emergency preparedness and response infrastructure.

Lincoln County offers a comprehensive benefits package including: Medical, Dental, & Vision Coverage 11% County contribution to 401(k) County funded Health Savings Account (HSA) $40,000 County Paid Life Insurance Employee Assistance Programs (EAP) Lincoln City, Oregon Essential Functions/Major Responsibilities Planning: Develop, integrate, and maintain PH and HHS emergency response plans, manuals, and standard operating procedures by utilizing local, state, and federal regulatory guidelines and requirements. Meet PH Reaccreditation and modernization planning requirements and efforts. Maintain the HHS Emergency Management Overview policy.

Ensure functional, cultural, linguistic, and accessibility needs are met within emergency planning efforts. Conduct research and analysis related to public health emergency response preparedness. Conduct a risk assessment relevant to HHS and PH every two years.

Participate in updates and revisions to relevant county Emergency Management (EM) plans. Assist with the development of mutual aid-/collaborative agreements with regional/contiguous county health departments, first responder, governmental, and non-governmental agencies. Training and Exercises: Develop and implement a multi-year preparedness training plan related to emergency preparedness, response, and recovery for relevant staff positions in HHS.

Plan and conduct required drills and exercises annually with staff and other government and community agencies involved in PH emergency preparedness and response. Conduct after action reviews following drills and exercises, and coordinate implementation of reviews' recommendations. Participate in drills and exercises coordinated by Lincoln County Emergency Management (LCEM) and partner organizations as appropriate.

Budget and workplan administration: Develop annual work plan and amendments, in collaboration with PH Modernization Manager and other department divisions. Track and document workplan deliverables throughout the year to ensure all requirements are met. Utilize confidential information to develop annual budget and review budget vs actuals in collaboration with the Modernization Manager.

Conduct the annual Capability Assessment in collaboration with the PH leadership team. Prepare and submit required reports including those for grant compliance. Conduct work in alignment with Oregon Health Authority Triennial Review requirements and participate in review meetings as required Communications and Public Education: Coordinate with PH Public Information Officer (PIO) to develop and distribute emergency messaging and routine awareness and education communications.

Maintain and regularly update PH emergency contact lists and notification systems. Develop and deliver PH emergency preparedness education and outreach to community members, community organizations, and partner agencies, with attention to culturally competent and accessible communications across diverse populations. Coordinate notifications to PH staff during emergency activation and exercises and run regular tests of the staff emergency notification system.

Partner Collaboration: Represent public health emergency response at local, regional, state, and federal meetings and functions. Sustain and strengthen relationships with community partners through participation in regular and ad-hoc preparedness meetings and calls, and community events. Develop and maintain active and regular relationships and communication with LCEM Division outside of emergent events.

Emergency Response Coordination: Coordinate with LCEM during HHS and PH incidents. Provide technical assistance and advice on roles and responsibilities to HHS department staff during emergency response. Assist LCEM in the event of an emergency as appropriate.

May act in the absence of management for matters within the scope of PH emergency preparedness plans. Other: Ensure the 24/7 PH Emergency Phone roster is up to date, communicated to dispatch, and tested monthly. Manage emergency equipment, supplies, and inventory for HHS and PH.

Coordinate Lincoln County Medical Reserve Corps volunteers in coordination with LCEM. Other duties as assigned. Typical Qualifications EDUCATION Bachelors with course studies in Public Health, Emergency Management, Health Services, or related fields.

EXPERIENCE At least two years of experience in program planning, organization, and communication. Any combination of academic training and experience that clearly demonstrates the ability to perform the above-described duties as determined by the County. CERTIFICATIONS Must be able to complete the required NIMS/CDC training within 6 months of hire.

Current certification indicating completion of National Incident Management System classes IS 100, IS 200, IS 700, 300, 400 and IS 800. Driver's License Oregon Driver's License required within 30 days of hire. Desirable Qualifications: Experience in emergency preparedness, management, or response preferred.

Knowledge of/Ability to: Considerable knowledge of the principles and practices of emergency management and community planning with a working knowledge of the functions and procedures of public safety agencies. Reasonable knowledge of the principles and practices of emergency management associated with program planning, implementation, and evaluation. Thorough knowledge of local, state, and federal laws and regulations as they pertain to emergency management.

Working knowledge of the functions and capabilities associated with public health preparedness. Exercise sound judgment in appraising situations and in making decisions regarding complex issues. Plan and work collaboratively with all levels of staff within the organization and with external agencies, community partners, and individuals.

Interact with others, develop and maintain effective working relationships with county, state, and other agency partners. Manage complex projects and demands. Maintain highly confidential information.

Job Conditions: Although normal working hours are typical, this position also has the potential to be called upon to work after hours or on weekends. In the event of a County or Public Health Emergency, the employee may be called upon to assist other counties or agencies, including temporary out of county assignments. Lifting, transporting, and setting up audio-visual equipment may be required.

Lifting and transporting educational materials and setting up facilities for workshops, meetings, seminar presentations and training events is required.
