Description
The General Services Department - Facilities Maintenance Division is responsible for maintaining critical City of Norfolk buildings and systems, ensuring safe, reliable, and efficient operations across diverse facilities. Within this division, the Central Energy Plant (CEP) team supports and services key downtown facilities including City Hall, the Slover Library, the School Administration Building, and the Norfolk City Jail. Staff at CEP play a vital role in keeping these essential government and community facilities operating safely and effectively.
The Electrician II position is a skilled journeyman-level role responsible for installing, maintaining, and repairing electrical systems in a wide range of city-owned facilities. This role performs corrective and preventive electrical maintenance, responds to service requests, troubleshoots issues, and ensures safe and compliant work practices. The Electrician II uses the City's computerized work order system (Asset Essentials) to receive, document, and close out work orders. Work often involves coordination with other trades, contractors, supervisors, and building occupants. Safety and communication are key, as this role requires strict adherence to OSHA standards, including lockout/tagout procedures, and frequent use of a bucket truck for
elevated work.
The position is ideal for a licensed journeyman who enjoys variety, problem solving, and contributing to the safe and reliable operation of public facilities across Norfolk.
Essential Functions
  • Install, maintain, troubleshoot, and repair electrical systems, equipment, and fixtures in city facilities.
  • Install new circuits and ensure compliance with code and safety standards.
  • Perform preventive maintenance tasks on electrical systems, including inspections and scheduled service.
  • Operate a bucket truck and other specialized equipment safely to access and repair elevated fixtures or systems.
  • Follow OSHA and department safety protocols, including lockout/tagout and PPE usage.
  • Respond to high-priority electrical service calls across the city, providing timely and professional support.
  • Document work performed, labor hours, and materials used in the Asset Essentials computerized work order system.
  • Communicate effectively with supervisors, coworkers, contractors, and building occupants, ensuring updates are provided and customer service standards are met.
  • Assist contractors by providing facility access, sharing system knowledge, and verifying completed work.
  • Monitor and address electrical issues that could impact public events or daily operations, ensuring facilities remain safe and operational.

Education/Experience
Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.
Required:
  • Two (2) or more years of experience in facility maintenance or municipal/commercial settings.
  • Demonstrated experience operating a bucket truck and working safely at heights.
  • Strong knowledge of OSHA electrical safety standards, including lockout/tagout.
Strongly Preferred:
  • Current Journeyman Electrician's License.

Additional Information & Requirements
  • Valid Driver's License required.
  • State Journeyman Electrician's License required within one (1) year of employment.
Work Schedule:
  • Schedule will be Monday through Friday from 7:00 am to 3:30 pm.
  • Occasional overtime work will be required due to facility emergencies and/or contractor work scheduling.
Signing Bonus:
  • This position is eligible for a one-time $5,000 signing bonus.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
