Primary Purpose of Job & Essential Duties/Responsibilities Primary Purpose of Job The primary purpose of this position is to direct the Journeyman Lineman (and Apprentice, if any) and manage all contractors regarding all work related to inspecting, evaluating, repairing, installing, and maintaining all classes of overhead and underground power transmission & distribution lines and substations. This position is responsible to collaborate with other department employees to ensure safe and coordinated operation of the utility system. Under the direct supervision of the Transmission and Distribution ("T&D") Manager, employee works independently on assigned duties and responsibilities.

The General Foreman directs and oversees the work of all Electric Department employees who are responsible for the transmission & distribution lines and substations. Essential Duties and Responsibilities Supervises and schedules the work of the line crew and warehouseman Trains, assigns, prioritizes, supervises, motivates and evaluates the work of assigned employees Establishes, provides, and administers safety and training programs for the line crews Conducts Pole Top and Bucket Truck Rescue training, testing, and certification annually thereafter per OSHA 1910.269 Schedules and supervises the work of contractors working on a capital project and contractors working on an emergency call-out Reviews and approves contractor daily and weekly job reports and invoices Responds to power outages to safely secure the work area(s) and schedules and supervises on-call contractors performing emergency repairs Supervises or coordinates switching procedures during power outages and emergencies Processes requests for electric service installations, plans the work required to extend the electric system to serve new customers, obtains the necessary easements and permits, prepares cost estimates, orders materials, schedules the work and follow-up to ensure the work is done on time and on budget Receives and investigates trouble calls, assigns the work, and provides follow-up to ensure the affected customers are kept informed and that the reported trouble is resolved Inspects transmission and distribution equipment including warehousing for proper operation, maintenance and repair Inspects and assigns maintenance on transmission and distribution facilities and equipment Schedules the electrical transmission and distribution equipment for maintenance Supervises the inventory of electric materials as needed by the electric system, initiates purchase of materials, issues materials and conducts an annual inventory to account for the electric materials Requisitions supplies and materials, maintaining accurate cost data; Supervises the preparation of routine reports and records on operations and maintenance including Federal and State reports and those of other governing bodies Manages electrical construction contractors within scope, schedule and budget, through final completion and acceptance of work Assists with all technical and financial aspects of mid- and long-range strategic planning for the department Assist T&D Manager with annual budget planning and monitoring yearly expenditures for the line crew and warehouse Works with the tools as a Line Worker as a member of the line crew on an as needed basis Performs other duties as assigned Knowledge, Skills, & Abilities Knowledge of: Principles, practices, methods, equipment and tools used in electric transmission and distribution systems and substations Occupational hazards and safety precautions for electric distribution and transmission operation and maintenance CBS's electrical system, facilities, and geography of the service area Electrical theory Switching procedures during power outages or emergencies State and federal laws and regulations pertaining to electric power transmission and distribution Basic First Aid and CPR Skills in: Operating a personal computer using standard Microsoft software applications such as Excel, Word, Outlook, and any other customized software Multi-tasking with strong attention to detail Ability to: Read and interpret designs and specifications related to electric distribution and transmission and substations Direct and deal with other employees, contractors, new customers, and others, including situations in which they may be upset, stressed, or in disagreement with decisions made Work under stressful situations which result from responding to emergency situations, including the responsibility for remaining calm and carrying out all duties Make decisions as to the best course of action for responding to emergency situations Communicate well with others, both orally and in writing, using both technical and non-technical language Understand and follow oral and written policies, procedures, and instructions General Foreman Job Description Prepare and present accurate and reliable reports containing findings and recommendations Use logical and creative thought processes to develop solutions according to written specifications and oral instructions Perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines Quickly learn and put to use new skills and knowledge Minimum Qualifications & Other Job Requirements/Expectations Minimum Qualifications High School diploma or GED; and Journeyman Lineman Certificate of Fitness issued by the State of Alaska or ability to obtain within six months of hire; and Five years of experience as a licensed Journeyman Lineman; and Two years of supervisory experience, preferred Other Job Requirements or Expectations Maintenance of Alaska Certificate of Fitness every 2 years as required by the Alaska Department of Labor and Workforce Development Random drug and alcohol screening as required for safety and regulatory compliance Employees are expected to wear right attire and PPE for safety purposes and the work assigned Employees are expected to maintain all required certifications during their employment with the Utility Employees will be required to be on on-call, report to work when on-call, and available to work any hours during a 24-hour period, especially in an emergency Possession of, or the ability to obtain within 90 days after hire, the following: Commercial driver's license issued by the State of Alaska Emergency first aid and CPR certification Working Conditions & Physical Requirements Working Conditions: Works in office about 30% of the time Works in the field supervising line crews outside, often in inclement weather with related hazards about 70% of the time Field work exposes employee to high voltage electrical lines and other environmental factors such as high winds, heavy precipitation, freezing rain and snow, loud noises, vibrations of hand-held equipment, and confined spaces When rendering aid to others, employee may be exposed to blood and body fluids Specific Physical Requirements: Operating office equipment requiring repetitive hand movement and fine coordination using a computer and keyboard on a daily basis, for extended periods of time Sitting or standing for prolong periods of time Frequently walk or move through uneven, heavily vegetated, and steep terrain up to, and exceeding at times, 3 miles during a work shift Occasionally bend, reach, and kneel to perform work at times in tight, confined spaces indoors or outdoors General Physical Requirements: Sufficient clarity of speech and hearing or other communication capabilities which permits the employee to hear specific equipment functioning in a noisy environment and allows the employee to communicate well with others Sufficient vision or other powers of observation which permits the employee to observe small dials, gauges, and numeric displays to produce a variety of reports and related materials Sufficient manual dexterity which permits the employee to operate a keyboard, and produce hand-written materials and notations and to work with hand tools and wire Sufficient personal mobility and physical reflexes which permits the employee to lift, bend, push, and pull, climb up and down stairs, ladders, or walk on steep inclines and to quickly move in case of an emergency Please reach out to the City and Borough of Sitka Human Resources Office at the below information if you have any questions or concerns.
