Job Description The Division of Insurance is recruiting for a Program Coordinator 2 located in Anchorage or Juneau. What you will be doing: The Program Coordinator 2 will function as a subject matter expert in state flexibility waivers under Section 1332 of the Affordable Care Act. They will collaborate with internal staff, staff of other agencies, key vendors and stakeholders in order to manage the day to day details around the coordination of Alaska's Section 1332 wavier proposal.
This individual will provide public outreach, support during the legislative session, and policy development that will improve access to high quality, affordable health insurance for all Alaskans. The Division of Insurance is a small division that consists of 48 positions split between Anchorage and Juneau with the Director based in Juneau.

The working environment you can expect: This position could be located on the 9th floor of the State Office Building in downtown Juneau or on the 15th floor of the Atwood Building in downtown Anchorage. The 9th floor in the State Office Building also houses other divisions within the Department of Commerce, Community, and Economic Development. The office consists of floor to ceiling windows that allows natural light to flow in the building.
From the 9th floor we can view of the Governor's mansion and Juneau's beautiful mountain ranges. The 15th floor of the Atwood Building, you will enjoy a panoramic view of downtown Anchorage, Mt. Susitna AKA Sleeping Lady, and the Knik Arm.
Great dining, shopping, the Park Strip, Anchorage Museum and Atwood Concert Hall are all within short walking distance from the office. Covered parking at the Linny Pacillo parking garage is provided free. Core competencies we are looking for: Accountability: Holds self and others accountable for measurable high-quality, timely, and cost-effective results.

Funds Processing: Knowledge of methods and procedures for processing direct and reimbursable program funds (for example, automatic and funded reimbursements, interagency agreements, transfer appropriations), grants, loans, and credit programs. Grants Management: Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements. Insurance: Knowledge of various types of insurance, insurance regulations, claims processing, examination, adjudication, or adjustment.
Legal, Government, and Jurisprudence: Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process. Minimum Qualifications Any combination of education and/or experience that provides the applicant with competencies in Analytical Thinking/Problem Solving: uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one's knowledge and experience base and calling on other references and resources as necessary. Compliance: Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
Decision Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change. Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Organizational Awareness: Knows the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization.
Equivalent to those typically gained by: Training from an accredited college or university in any field and/or progressively responsible professional experience developing, planning, coordinating, and implementing a program, project, business, organization, or major components of a program, including having administrative authority over the program/project funding, staff, and/or overall operations. Special Note: "Competencies" means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation. "Typically gained by" means the prevalent, usual method of gaining the competencies expected for entry into the job.
"Training" and "education" are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs. "Professional experience" means work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the power or right to decide or act according to one's own judgment.
"Progressively responsible" means indicating growth and/or advancement in complexity, difficulty, or level of responsibility. ADDITIONAL POSITION INFORMATION Anchorage base salary: $3119.25 bi-weekly Juneau base salary: $3275.25 bi-weekly EDUCATION If post-secondary education is required to meet the minimum qualifications, you must fill in the Education section of the application.
