Primary Purpose:
- Direct the planning, implementation, and management of all federal programs and other grant initiatives.
- Ensure all programs meet federal, state, and local compliance requirements.
- Develop and maintain program budgets and ensure timely and appropriate use of funds.
- Oversee the development and submission of grant proposals, amendments, and required reports.
Qualifications:
Education/Certification:
- Master's degree, required
- Mid-Management Administration certificate or equivalent preferred
Special Knowledge/Skills:
- Strong organizational skills
- Knowledge of compliance and federal/state/grant funding
- Ability to work effectively as a member of a team
- Excellent communication, organizational, and leadership skills.
Experience:
- Three years' experience in administration
- Supervisor or leadership experience
- Previous experience in grant writing and reporting
- Previous experience in managing federal programs, grants, and budget
- Strong knowledge of federal education laws and regulations, including EDGAR, ESSA, IDEA, and Uniformed Guidance.
Major Responsibilities and Duties:
- Evaluate all federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the district and make recommendations regarding participation.
- Participate in the drafting of project proposals and reports, including the writing and development of program goals, objectives, and budget for federal/state funding of programs including preparing and submitting standard applications for federal funds to Texas Education Agency (TEA).
- Serve as liaison between school and other agencies on joint projects that are funded through federal or state sources
- Monitor grant-funded programs and their expenditures to ensure district compliance with federal, state, and local policies, regulations and guidelines and ensure that programs are cost effective and match district goals
- Advise designated administrator(s) of the financial and administrative impact on the district of current and impending legislation.
- Develop and implement a continuing evaluation of federal/state programs and implement changes based on the findings.
- Compile budget and cost estimates based on documented program needs.
- Compile, maintain, and file all reports, records, and other documents required, including mandatory financial reports to TEA.
- Comply with policies established by federal and state law, State Board of Education rule, and the local board policy.
- Coordinate with community, business/industry, district and campus stakeholders in developing the District and Campus Improvement Plans.
- Coordinate state grants by communicating guidelines and ensuring compliance with data collection and deadlines.
- Prepare and submit federal grant applications and subsequent monitoring reports required.
- Analyze effective and efficient use of federal funds and align to campus and district improvement plans.
- Provide trainings and communication, in coordination with the accountability department, to campus principals and personnel as required by state and federal policy regarding accountability for programs funded through federal, state, and Title grants.
- Ensure compliance with all accountability systems under the federal, state and local policy.
- Serve as a resource to Superintendent's Leadership Team in aligning resource allocation to the district's goal and supporting objectives
- Interpret laws and regulations as they pertain to state and federal grant programs
- Establishes, provides, and communicates ongoing professional learning opportunities aligned to federal programs initiatives for instructional and noninstructional staff to obtain the knowledge, skills, and competencies needed to meet the district's goals, campus goals, initiatives and priorities.
